General Description of the Role (Brief):

The Supply Chain and Operations Manager (SCOM) has overall responsibility for the Systems Departments. The role is a key support position to providing timely, high-quality coordination of functions in line with program plans and activities and is directly responsible for the management of Logistics and Supply Chain; Information Technology; and Security in areas of operations including NES and Iraq. Significant focus will lie on developing the capacity of the above-mentioned departments, particularly in both locations, with an emphasis on ensuring compliance with AFH and Donor rules and regulations and resolution of audit issues.

Key Roles and Responsibilities

��� Actively participate providing strategic input and support for the country program.

��� Manage supply chain functions, Administration, IT, and Security to facilitate support for current and future programs in line with AFH policies and good practice

��� Revisit and update JD for… Field Office Managers, Logistics departments, Security and IT for AFH Iraq and NES operation and get approval from CD

��� Day to day management of the supply chain & Logistics, Admin, IT, and Security functions.

��� Provide high-level support and responsiveness to field-based operations daily.

��� Input to the implementation of security and safety policies for the Country Programme

��� Represent AFH where relevant to external stakeholders.

��� Provide support and leadership for internal support systems, facilitating effective procurement and supply chain management.

��� Actively participate in the Management Team, contributing to the ongoing development of the country program, particularly in terms of input to the country strategic plan for NES and Iraq operations

��� Travel as much as possible to all sites to guide and coach Coordinators ensuring that Logistics, Administration, IT policies, and security are appropriate for the organization and applicable to the changing strategic direction and programs

��� Responsible for the monitoring of the Risk Register regarding systems, operations, and security

��� Internal Audit observations and recommendations are addressed

��� Any other tasks assigned by the line manager

Supply chain and Logistics 60%

�� Coordination of all logistical operations at the various field and support sites: including supply chain, stock management, asset management, fixed asset register, air transport, and fleet management

�� Planning for Improving cost-effectiveness by saving time or money through the use of framework contracts, improved coordination of program activities, purchasing, and transport

�� Facilitate a close working relationship between the programs and logistics departments

�� Ensure compliance of logistical operation with AFH Logistics Manual and with Donor requirements

�� Ensure internal and external reporting is performed in line with requirements

�� Ensure that the Logistics team manages timely negotiation of property contracts and ensure that property is well maintained and secure

�� Ensure that the AFH transport fleet serves the needs of the program

�� Ensure the ongoing management of the asset register and inventory

�� Ensure the mandatory finance and logs cross over meetings are held and recorded

Administration 20%

�� Make sure that all administrative documentation and processes are compliant with the official requirements in the country of operation

�� Develop/update policy on administration and ensure efficient and effective administration systems in line with policy

�� Ensure the Country office, and all field offices have established robust coordination with local government and structure and to adhere to the regulatory requirements of the government with regard to visas, work permits, and registration.

�� Establish network and coordination with me local government/local councils and other humanitarian organizations

IT 10%

�� Ensure that the IT planning reflects program priorities and IT meets the demands of the program

Provide support and oversight for IT-related issues including development/update IT guidelines

Security 10%

�� Responsible for security operations in the field in implementation of security policy and security manual

�� Responsible for developing annual country safety and security plan and quarterly review of the crisis management plan and producing quarterly security reports to HQ and donor reports as needed.

�� To be a focal point for Safety and Security issues for all programming and operations within Iraq and NES; to give constant strategic advice regarding Safety and Security to the CD, with the support of Security officers and Field Office Managers.

�� Ensuring Incident Reporting: to maintain tools for Security Incident Information Management, ensuring Incident Reports are submitted on time, incidents are tracked and analyzed, and lessons learned.

Context & Conflict Reporting: to maintain a reporting system including Morning Sitreps, Weekly Reports, etc., which keep the CD and management informed of all context and conflict developments; to deliver immediate Flash Reports when an incident occurs that impacts or is likely to impact AFH programming/operations

��� 5+ years experience in the supply chain, administration, logistics, and security related management at a senior management level with Finance experience desirable

��� 5+ years��� previous experience with NGOs is essential

��� Good English proficiency both written and spoken

��� Good Communication and Leadership skills

��� Excellent understanding of key donor rules and regulations and implementation of strong compliance and control framework

��� Demonstrated experience in an emergency context, North-East Syria experience is desirable

Bachelor or master���s degree in IT, Business Administration, or any relevant field; With supply chain and logistics specialized training.
