Overview of position:

  • The purpose of hiring the resource is to augment specialized food safety management audit capacity of the Life Support (LSS) Section Rations Unit (RU). Owing to the importation ban imposed by the Malian ministry / customs on all meat products required for the sustenance of our clients contingents, the mission has decided to work in collaboration with the Malian Ministry, Chambers of Commerce & related UN agencies to identify probably areas for partnership & capacity building in meat, fresh fruit & vegetable production & processing sector. This has added an additional specialized responsibility to the LSS / RU to work in the Special Task Force (STF) constituted with FAO, UNDP & other related UN agencies & Malian counterparts. This is a very high level committee & designated tasks as per the TOR require specialization in industrial food safety management, quality management, & experience work in a similar capacity building with proven managerial attributes to match with other stakeholders. Under present staffing, LSS don’t have any resource with this capacity to perform these sensitive tasks. Thus, hiring of a Supply Chain Analyst (food safety & quality management professional) is therefore important to ensure the success of the STF.
  • Following a preapproved TOR, along with the members of the STF, this resource will be responsible to evaluate selected government (govt.) & private farm facilities, production & processing industries of meat, fresh fruit & vegetable sector in line with UNSTD & recommend for corrective / improvement actions required to be a compliant sub supplier to the UN contractor.

Objectives:

  • Audit & evaluate selected govt. & private farm facilities, production & processing of meat, fresh fruit & vegetable sector in line with UNSTD for corrective / improvement actions to be a compliant sub supplier to the UN contractor.

Outputs:

  • Efficient & streamlined execution of the TOR of the STF aiming at achieving a value based partnership with the Malian govt. & all related UN agencies.

Expectations:
The primary task of the resource is in the field of food safety & quality management in the form of documentary analysis, facility & process audit etc. & producing comprehensive reports with findings & recommendations with a roadmap to execute recommended action plans. In addition the resource shall be responsible to:

  • Analysis of the regulatory framework governing the meat, fresh fruit & vegetable production & marking sector in Mali.
  • Analyse the practises related to the behaviours, methods & workin conditions of all actors involved in the process of their production & marketing to identify potential sources of product spoilage, as well as hazard s& risks, their nature & possible origins, as well as measures to control them.
  • Verification of compliance with general requirements & good hygiene practises n buildings, materials, equipments, personnel & raw material.
  • The application of good production & marketing practises for meat, fresh fruit & vegetables.
  • Literature review including review of regulatory frameworks & hygiene practises in production, processing & marketing.
  • Site visits to facilities (govt. & private) active for the production & processing of fresh meat, fresh fruits & vegetables & determine basic needs to meet UNSTD expectations.
  • Organisation of STF meetins & exchange during visits to units / facilities with technical quality control structures, actors in the supply chain (from production to the consumer table).
  • Identify gaps based on the results of various analyses & the conclusions of site visits & provide advice on the way forward to comply with UNSTD.
  • Evaluate all STF meetings, the specific training needs through the strengthening of the technical capacities of interested producers & suppliers.
  • Provide audit support with recommendations for creative action & improvement.
  • Develop a communication & visibility plan.
  • Develop an action plan for the implementation of the capacity building initiative with short term midterm & long term action time plan.
  • Perform other duties as directed by the supervisor (CLSS & / or Chief RU).

Project reporting:

  • This role works under the supervisor (CLSS & / or Chief RU).

Key competencies:

  • Masters Degree or equivalent in Food Science, Veterinary Science, Food Safety Management or Bachelors Degree or equivalent in same field in combination with 5 additional years of qualifying experience & certification in Food Safety & Quality may be accepted in lieu of the Masters Degree.
  • The incumbent must have an advanced skill in Microsoft (MS) Office applications (Word, Excel, Power Point in particular).
  • A minimum of 10 years of progressively responsible experience in food industry / sector specifically in food safety & quality management is required.
  • Experience in managing support services in a remote area is highly desirable.
  • Knowledge of UN rules, regulations & working practises pertaining to field missions is advantageous.
  • English & French are the working languages of the UN secretariat. For this position advertised, oral & written fluency in both English & French language is required.
  • Demonstrate knowledge in the field of food safety & quality management, food industry related project management including audit & inspection skills.
  • Has practical knowledge of food safety audit, quality audit, excellent report writing skills etc.
  • Demonstrates awareness, responsibility & very good knowledge of UN financial regulations & rules.
  • Possesses exceptional skill to work in a high level team under multicultural environment.
  • Possesses strong planning & organising ability to formulate & deliver complex support service in remote areas.
  • Has ability to organise multiple tasking setting due operational priorities.
  • Capable of collecting, collating & analysing large volumes of data & producing realistic outcomes.
  • Has the ability to build & manage effective team.
  • Takes ownership of the responsibility produce productive outputs.
  • Has respect for the knowledge & experience of others in the team.

Team management:

  • Team management responsibiity experience is not required for this role.
