ROLE PURPOSE:

Blumont is supporting Rehabilitate and equip the Iraqi Joint Operations Command Security Media Cell. The program will address existing gaps within the Iraqi Joint Operations Command media directorate which hinder their capacity to effectively carry out key messaging and strategic communication efforts essential to their purpose and the framework in general. At present, deficiencies in existing infrastructure and equipment pose an obstacle to achieving this aim. The role holder will supervise the subcontractors and follow up day-to-day rehabilitation activities.

KEY AREAS OF ACCOUNTABLITY

  • Work closely with the client to develop the BOQs and scope of work for the subcontractors.
  • Ensure quality acceptance of the provided materials and document the receiving, acceptance and change orders.
  • Follow the approved BOQs precisely and ensure both client and subcontractors are aware of the contract’s terms and deliverables.
  • Act as main point of contact in field and keep clear communications with Project Lead and client.
  • Report on weekly basis the project activities with clear explaining and high-quality photos.
  • Develop checklists and project tracking matrix and update on regular basis.
  • Update on weekly basis the project progress and implementation percentage.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.


Qualifications & Preferred Skills

 

QUALIFICATIONS:

  • Engineering University degree, civil, electrical, or mechanical. Mechatronics, Electronics, and Information Technology Engineering would fit the best.
  • Prior experience working in installation and starting up IT equipment, communications, transmitting equipment projects with associated civil, mechanical and electrical works in private sector, Governmental or NGOs for minimum 5 years.
     

EXPERIENCE and SKILLS

  • Excellent English and Arabic language proficiency.
  • Strong creative and analytical skills.
  • Experienced in working with external contractors, consultants, and service providers.
  • Well organized and focused.
  • Excellent Word, Excel, and PowerPoint skills.
  • Experience in a non-governmental organization (desirable).
  • Ability to work with minimal supervision.
