Subject Matter Expert – Absence

Within the structure of the HR Shared Services, the Subject Matter Expert – Absence (Absence SME) acts as the institution‘s focal point for all Absence related matters including, but not limited to, leave entitlement, medical leave and medical evacuation, overtime, holiday payment, absence in between assignments, and travel allowance. He/She administers leave benefits, process allowance payments, and ensure that leave records are aligned with internal rules and regulations. He/She is responsible for performing controls necessary in ensuring quality of data and service necessary as well as designing, improving or changing the Absence processes. All this in line with the ICRC policies as well as Swiss Labor Law obligations.

RELATIONSHIPS

  • Interacts with all HR Services Specialists, Team Leads, Team Coordinators, and officers with their expertise and solicits their support when necessary
  • Interacts with Employees, Talent Managers, HR Managers, Line Managers, and other stakeholders to support policy clarifications if necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

FUNCTIONAL RESPONSIBILITIES

  1. Subject Matter Expertise
  • Interpret and administer Absence related benefits in accordance with the ICRC applicable rules and policies
  • Develop broad knowledge within the field of expertise, and be familiarize with other related processes
  • Seek and implement continuous improvement opportunities to ensure the HR Shared Services maximize service and efficiency together with the team leads and Business and Quality Analysts
  • Develop and update Absence process documents as well as suggest changes in necessary knowledge bases (i.e. intranet page)
  • Administer leave recording and corrections in the system, and leave benefit claims if necessary
  • Verify leave eligibility and confer compensation and prepare import file for payment of travel allowances and submit it to Payroll unit
  • Administer, support and coordinate with Talent Managers to record leave in between assignments
  1. Control and Reporting
  • Develop and conduct controls on all relevant processes in time-off to ensure compliance with ICRC policies
  • Enforce standards to collect, consolidate and analyze information to identify issues and potential risk areas
  • Prepare data for internal and external compliance reviews or audits
  • Ensure that ICRC tools and systems are in accordance with the ICRC policies and processes
  • Perform impact analysis of new policies and process changes, and design adapted controls
  1. HR Shared Services Support
  • Manage second-level queries and escalations, liaising with the management and/or other specialists for, but not limited to, exceptional cases and policy and procedure disputes
  • Participate in projects, i.e. HR Ticketing and/or HRspace UAT, as necessary
  • Advise Team Leads if retraining is required as well as repeated issues identified from control reports, within the area of expertise

SELECTION REQUIREMENTS

  • University degree or equivalent experience.
  • HR certification an asset
  • Computer proficiency, including Microsoft Excel and working knowledge of HR information systems.
  • At least 3 years of experience with a HR Administration and/or HR Services background required
  • Excellent verbal and written communication skills in English, good conduct of French an asset
  • Experience with designing and managing controls for benefit administration
  • Experience using and knowledge of HR Information systems, in particular Success Factors (SAP) time-off management is considered an asset
  • Experience in working in an international environment that requires knowledge in dealing with employments laws, regulations and compliance of multiple countries
  • Expertise in Tableau & CaseWise are strong assets
