Our client, Mission for Essential Drugs and Supplies (MEDS) is a Christian not-for-profit organization based in Nairobi, Kenya. It is a Registered Trust of Kenya Conference of Catholic Bishops (KCCB) and Christian Health Association of Kenya (CHAK). The Organization’s core mandate is being a reliable supply chain for quality and affordable Health Products and Technologies, Quality Assurance and Health Advisory Services. MEDS was established in 1986 and serves clients spread all over Kenya and other regions in Africa and beyond.

MEDS has entered into a Contract with USAID Kenya and East Africa named USAID Supply Chain Strengthening. The purpose of the contract is to obtain efficient, reliable, and accountable supply chain management services for procurement, warehousing, and distribution of health commodities for HIV, Malaria, Tuberculosis, Maternal/Neonatal/Child Health (MNCH) and Global Health Security (GHS) activities for patients across all 47 Counties in Kenya for adequate care, treatment and prevention of communicable diseases and other health needs.

MEDS is seeking to recruit a suitable self-driven, results oriented and visionary Subcontracts Manager with good professional and ethical standing. The Subcontracts Manager will oversee all aspects of subcontract portfolio from competitive acquisition, vetting, negotiations, award of subcontracts, contract documentation, monitoring past performance of subcontractors and other areas of subcontract oversight.

Key Responsibilities

  • Develop and/or update subcontracts manual in compliance with USAID requirements;
  • Work with project staff to ensure that implementation of subcontracts follows USAID requirements;
  • Administer the full cycle of subcontractor management activities, including planning, facilitation, selection, pre-award assessments, negotiation, submission, orientations, review of monthly reports, monitoring/compliance visits and closeout;
  • Manage Requests For Proposals (RFPs) and bid analysis process for subcontracts;
  • Draft contract agreements and other compliance-related documents as needed, ensuring that all documents are in compliance with USAID regulations and Federal Acquisition Regulations (FAR) requirements;
  • Ensure adherence to strict timelines in procurement processes (including emergencies) for health commodities and technologies in an international procurement environment
  • Ensure timely training and capacity building of contractors and project staff to understand and comply fully with USAID regulations;
  • Ensure that regular reports are provided to Management and USAID in a timely manner;
  • Develop and/or update training materials and carry out regular trainings with subcontractors and other project partners where necessary; and
  • Work with project staff to ensure proper closeout of contract including preparation of final inventories, property disposition etc.

Requirements

  • A Master’s degree in business administration or other related field OR a bachelor’s degree in business administration or other related field and ten (10) years of experience (in addition to the years below) overseeing procurement for a large donor funded activity;
  • A minimum of seven (7) years of (sub)contract management experience in procurement, warehousing and logistics;
  • Proven abilities in undertaking procurement negotiations for large donor funded activity
  • Experience with transportation management, outsourcing, performance management and cost optimization;
  • Experience in successfully managing teams, and ensuring the quality of their products;
  • Demonstrated ability to communicate effectively in English, both verbally and in writing;
  • A minimum of seven (7) years of experience working in a procurement capacity for a donor funded activity;
  • Demonstrated experience in handling USG Grants Management, Finance and Compliance requirements;
  • Good knowledge of legal and regulatory requirements governing procurement of health commodities in Kenya; and
  • Good understanding of ports clearance procedures and Kenyan tax laws and tax waiver/exemption requirements in procurement of health products and technologies
