Job Title: Sub-grants Financial Specialist
Position/ Contract Type: Long Term Consultancy
Duration of Initial Contract: 12 months, starting ASAP (up to a total of 40 days)
Position Location: Jordan (Working remotely with sub-grantees in Jordan, Lebanon and Iraq)
Language Required: Arabic, English

1. SUMMARY OF THE PROJECT
Launched in December 2021 and implemented by Cowater International, the Middle East Support Services Project (ME-FSSP) will primarily support the development and humanitarian objectives of Canada’s Middle East Strategy by providing administrative, financial, procurement, and logistical services in Jordan, Iraq, Lebanon and the region.
Global Affairs Canada, through its ME-FSSP, will provide funds to support local development initiatives (LDI) of local civil society organizations (LCSOs), community-based organizations (CBOs), research institutions, think tanks, and other local partners across Jordan, Iraq and Lebanon based on GAC’s thematic areas and program targets.

2. OBJECTIVE
The primary objective of this consultancy is to ensure that the financial reports submitted by the sub-grantees implementing the Local Development Initiatives (LDIs) in Jordan, Lebanon and Iraq are aligned with the Field Support Services Project’s financial rules, regulations, and guidelines.

3. SCOPE OF SERVICES
Review Process:

  • Undertake a thorough examination of the financial reports to ensure compliance with sub-grant regulations and consistency with Standard Operating Procedures (SOPs).
  • Assess the availability and quality of supporting documentation.
  • Validate budget line totals by cross-referencing them with supporting documents.

Documentation:

  • Incorporate comments within the financial report to highlight identified errors in budget lines.
  • Provide comprehensive feedback to ME-FSSP’s financial focal point in writing and verbally.

Follow-up with LDIs Financial Focal Points:

  • Coordinate with LDIs financial focal points to address, clarify and resolve comments embedded in the report.
  • Collect the final version of the financial report, along with supporting documents, and forward them to the ME-FSSP’s financial focal point.

4. REPORTING
The Specialist reports directly to ME-FSSP’s Financial Officer who has full responsibility for the administration of the contract, including the approval of delivery of assignments, timesheets and invoices. Reports include, but are not limited to:

  • Financial reporting which consists of a detailed monthly invoice, covering the Specialist’s fees for the services rendered during the previous month indicating the date, the day and the number of hours worked for each day as well as any necessary and reasonable expenses incurred during the previous month, including all original receipts in support of the expenses claimed.
  • Any other reports, as requested by ME-FSSP, in relation to the assigned tasks.

5. LOCATION, TIMELINES AND ESTIMATED LEVEL OF EFFORTS

  • This contract will be valid for 12 months of signature.
  • The Specialist should be located in Jordan, and must be ready to travel to different locations in Jordan.
  • The approval of all travel must be obtained from the ME-FSSP Project Manager prior to the commencement of the trip.
  • The basis for payment and payment schedule will be based on a fixed-time rate contract.
  • The level of effort is estimated at up to 40 days depending on the needs and activities of the program.

6. ADMINISTRATIVE ARRANGEMENTS

  • The Specialist will be contracted under the ‘Middle East Field Support Services Project’ (ME-FSSP) administered by Cowater International.
  • The Specialist is expected to use their own workspace, equipment, and materials, as office space will not be provided.
  • Payment to the Specialist will be made according to the agreed daily rate, reflecting the level of effort outlined in monthly financial timesheets and reports. All activities and services must align with approvals ME-FSSP’s Finance Officer.

7. EDUCATION AND EXPERIENCE

  • Degree in finance, accounting, or any related field.
  • Minimum of 5 years of demonstrated professional experience in finance and sub-grant management.
  • Previous experience working with international organizations and local non-governmental organizations, preferably in Jordan, Lebanon, and Iraq.
  • Knowledge of Global Affairs Canada’s results-based financial rules and procedures is a plus.

8. LANGUAGE REQUIREMENTS

  • Fluency in oral, reading and writing in English, and Arabic languages.
