ACTED PSEAH Policy:

The Protection Project Assistant-CCCM has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Protection Project Assistant-CCCM has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures. Protection Project Assistant-CCCM carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

Job Purpose

Under the direct management of the CCCM site engineer. Sub Engineer is responsible for assisting and support daily site improvements and maintenance activities that made by contractors / suppliers / CFW workers in the camps under CCCM project in Azaz.

Objectives

To support and contribute to site improvement and site maintenance component in CCCM activities in the field. This includes participation in site maintenance assessment, analyses data and defines tailored intervention. It also involves preparing BOQs, drawings and site maintenance ToRs, CFW tools identification, service contracting technical supervision, service monitoring of all maintenance activities.

Duties and Responsibilities

  • Assist site engineer in carrying out technical assessments of identified sites and make recommendations for appropriate tailored interventions.
  • Assist site engineer in identification of sites where maintenance work is to be carried out.
  • Support site engineer in studying & preparing BOQs, scope of works and drawings using engineering software.
  • Under site engineer direction, supervise implementation of site maintenance activities conducted in the camps both through CFW laborers and service contractors.
  • Upon request, support in training daily workers and other skilled/unskilled laborers.
  • Ensure proper management of the CFW and maintenance materials as instructed by the site engineer and deputy project manager in collaboration with the logistics department.
  • Allocate tasks and supervise the on-site workforce according to instructions given by site engineer and deputy project manager.
  • Provide daily supervision for the CCCM CFW team for the activities in the assigned camps.
  • Support site engineer in supervision of contractors and engage with communities and ensure the best use of available resources.
  • Provide training to all relevant beneficiaries to ensure the safe and appropriate use of facilities/maintenance works installed.
  • Collaborate closely with other ACTED’s teams and/or activities operating in the camps.
  • Ensure that all the needed administrative documentation is scanned and filed monthly.
  • Submit daily/weekly and monthly reports to site engineer.
  • Report and flag all site maintenance needs from camps to site engineer and deputy project manager.

Key Performance Indicators

  • Conduct site maintenance assessment in 4 camps at least till end of Oct 2023
  • Support site engineer in 4 BOQs for rehabilitation service contracting with drawings and site maintenance ToRs
  • Completed technical supervision for site maintenance activities in 4 camps.
  • Contributed to 4 rounds of Suppliers technical evaluation.
  • Support site engineer in establishing and updating geo maps for all CCCM camps.

QUALIFICATIONS

Essential:

  • Bachelor’s degree in civil engineering.
  • Minimum 2 years working in Humanitarian Organization in program (CCCM, WASH, Shelter, emergency).
  • Fluent Arabic (written and spoken).
  • Good experience in engineering software, including AutoCAD.

Preferred:

  • Minimum 2 years working as professional civil engineer in construction and maintenance projects.
  • Work knowledge English (written and spoken).
  • Knowledge of Turkish language is a Plus.
  • Fully computer literate (Microsoft Office included excel)
  • Experience in CCCM/shelter projects highly preferred.
  • Experience work in camp settings highly preferred.
  • Good interpersonal and teamwork skills, working with as a team member.
  • Good negotiation skills and coordination skills with several actors.
  • Good understanding of SPHERE standards and environmental protection considerations.
  • Flexibility and ability to work under pressure.
  • Good organizational and prioritization skills.
