Creative is implementing the USAID Central America Regional Initiative (CARI) Program in El Salvador. The program seeks to build networks between and among civil society organizations and community-level actors, strengthen community resilience to crime and economic hardship, and pilot social behavior change strategies to mitigate gender-based violence in the public transportation sector.

Creative is soliciting offers for technical expertise in accordance with the Scope of Work below and Creative’s Renewable Consultant Agreement Terms and Conditions available here. Creative intends to award one or more Renewable Consultant Agreement(s) (RCA(s)) under which work may be negotiated and awarded as fixed price or level of effort performance-based activities. Creative reserves the right to make multiple awards or no award as a result of this solicitation.

Summary:

The Consultant will review activities done by CARI Program in El Salvador, regarding piloting strategies to sensitize male bus passengers and bus employees about gender-based violence (GBV) on public transportation and identify best practices done thus far in the program and other practices which are promising for future activities. The Consultant will provide this work in two installments—one at the onset of the consultancy and another in December 2023, 4 months prior to the closeout of CARI Program.

Tasks To Be Performed:

  • Review all the Database activities related to program framework objective two
  • Design a qualitative methodology to identify and systematize the approaches, results and learning for each activity
  • Identify best practices and contribution to the cluster outcome
  • Interview grantees, beneficiaries and field staff to systematize the interventions
  • Visit Santa Ana, San Miguel and San Salvador cities to interview stakeholders and partners for each Activity.
  • Systematize the approaches and methodologies to address GBV on public transportation
  • Other similar tasks to be mutually agreed between Creative and the Consultant.

Results and/or Deliverables:

Consultant may be responsible for:

  1. Qualitative Methodology proposal
  2. Report 1: Best Practices of the Program Objective 2 and Contributions to Cluster Outcomes
  3. Report 2: Best Practices of the Program Objective 2 and Contributions to Cluster Outcomes
  4. Systematization report which includes approaches to address GBV on public transportation
  5. Final Report methodology results, including cluster outcomes contribution, strategies and pilots implemented, trends & findings, lessons learned, conclusions, recommendations.

Qualifications

Qualifications

An overarching Renewable Consultant Agreement will be issued based on the capabilities and qualifications listed below as well as those listed in the individual’s submitted CV.

General Capabilities

  • Monitoring, Evaluation and Learning of development programs in conflict contexts
  • Knowledge management for learning and feedback loops.
  • Familiarity with primary data collection tools and processes
  • Internal and external communications materials development

Required Qualifications

  • University degree required, and master’s degree desired in Communications, public policy, research or related field.
  • Must have at least 3 years of general work experience and 5+ years of specific experience related to the required scope of work. Relevant experience includes experience in monitoring, evaluation, and learning management or a related field.
  • Experience with interviews, surveys and focus groups.
  • Experience in writing reports and developing knowledge management sessions
  • Experience working with USAID -funded projects
  • Fluency in Spoken and Written English
  • Fluency in Spanish.
  • Strong analytical and critical thinking
  • Good communication skills and writing abilities.
  • Able to work independently, flexibly and responsively
  • Experience working in El Salvador
