Position Summary

ICAP at Columbia University’s Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria under PEPFAR (PSA) is a program that provides technical assistance (TA) and capacity-building support to the Department of Health, in collaboration with key stakeholders and local partners in Central Visayas (VII) and Western Visayas (VI) Regions of the Philippines.

Under the direction of the Technical Director, the Strategic Information (SI) Technical Advisor will support the design, planning, implementation, monitoring and evaluation of ICAP’s Philippines program to optimize HIV care and treatment services for KP, including TB/HIV and MAT.

Responsibilities

· Lead the planning and implementation of M&E systems

· Serve as primary ICAP contact and representative on M&E for in-country CDC/PEPFAR team and government agencies

· Develop M&E strategies, frameworks, Evaluation Performance Monitoring Plans (EPMPs), logic models and indicators to assess project performance and impact

· Develop and/or adapt standard operating procedures (SOPs) for data quality assurance, reporting, data dissemination and other routine M&E processes, and support their implementation

· Ensure that robust electronic data collection tools and systems are in place to manage and use aggregate level M&E data, including harmonization with national information systems

· Guide the development and maintenance of project informatics tools to allow for quarterly data reporting of PEPFAR MER indicators to the donor

· Train and supervise the SI team

· Contribute to the timely implementation, including accurate and appropriate reporting of project activities and results to funders (e.g. quarterly, semi-annual and annual progress reports)

· Review routinely collected M&E data, and support the ICAP Philippines team in using findings to improve program performance

· Provide support to the DOH-EB to improve data collection and use (eg. HIV surveillance, PSE) and participate in TAG meetings.

· In coordination with the technical staff, assist with the preparation of consolidated reports that include concise narratives and relevant tables and/or graphs to meet reporting requirements of donors and stakeholders

· Work closely with clinical and laboratory staff to improve the quality and quantity of data to enable analysis and dissemination;

· Oversee the development of SI training materials, job aids and standard operating procedures;

· Collaborate with health facility staff to ensure they have capacity to collect, interpret, analyze and disseminate HIV data and progress towards program targets;

· Ensure the effective monitoring and evaluation of overarching program activities through oversight and direction of staff; and

· Perform other duties, as needed

Required Qualifications

· Master’s degree in epidemiology, strategic information, international development, public health or related field required;

· Minimum eight (8) years’ experience working on strategic information in developing countries;

· Advanced technical skills, including experience in the development and management of surveillance systems; analysis, use and dissemination of public health data; and providing technical assistance in these areas;

· Experience analyzing data from multiple sources to identify national and sub-national trends and risk factors by population group;

· Experience in HIV/AIDS surveillance and/or M&E

· Proven capacity in building and managing a diverse team of technical and support staff

· Demonstrated experience in facilitating the dissemination and use of program evaluation data

· Strong data management and analysis skills

· Excellent verbal and written communication skills required

· Fluent in English and Filipino

Preferred Qualifications

· Experience with data visualization software such as Tableau or PowerBI

· Data analysis experience using SAS, STATA or SPSS

· Experience using existing data systems (HARP, OHASIS) for the national HIV program in the Philippines

· Experience working with PEPFAR, U.S. Government or other bi-lateral donors preferable, with strong familiarity with PEPFAR reporting requirements
