Terms of Reference

STATA Training

ONLINE

10th to 14st December 2023

1. Purpose

This Terms of Reference aims to provide a framework for planning and conducting the STATA training for World Vision Somalia-based Staff.

2. Background

This training seeks to empower its staff with requisite skills that can help them to connect and integrate data from multiple sources, shape it, and visualize it in a timely manner. These skills will go a long way in ensuring easy report visualization and collaboration.

3. Training Goal

This course aims to equip WV Somalia staff to understand the basics and intermediate aspects of STATA, enabling them to perform analytical and reporting functions using both tools. In addition, the trained staff will eventually train other WV Somalia staff on the same. Below is a list of training areas of interest to World Vision Somalia:

• Stata interface and files

• Using do-files

• Variables, locals and globals

• Changing directory

• Opening, browsing, saving, sorting, importing and exporting datasets

• Stata Help • Saving results output in a log file

• Renaming, labelling, ordering, creating and replacing variables

• Merging and appending datasets

• Manipulating datasets (reshape; collapse)

• Using loops (foreach; forvalues)

• Summary statistics (sum; _pctile; by(varlist))

• Useful functions for creating summary variables (egen)

• Creating graphs (line plots; scatter plots)

4. Deliverables:

This course will be delivered online to the appropriate World Vision Somalia staff. The following shall be required.

  1. Trainers’ and participants’ workbooks that include; Comprehensive study pack, learning activities, a training agenda, and a step-wise guide.
  2. Reports detailing the content covered, participants involved, and challenges experienced during the training.
  3. Certificates to all participants who successfully complete the course.
  4. Comprehensive final reports that include;
    1. List of participants
    2. Agreed training framework
    3. Test results of participants
    4. Overall recommendations.

5. Duration

The training is expected to take 3 days starting from 10th -14th December 2023. The trainer should commit to delivering the entire content within the stipulated time, even though completion highly depends on the participants’ pace. For maximum gains, understanding of concepts therefore takes precedence over completion.

6. Training methodologies

The program is taught using practical and interactive case studies and numerous exercises to

re-enforce the concepts covered in each teaching session, experiential learning approach using World Vision data sets, and interactive, hands-on working sessions throughout the training.

7. Consultant’s responsibilities

The consultant will be required to:

  1. Acknowledge and commit to observing WV Somalia Core Values.
  2. Develop the trainer’s manual and participants’ workbook with learning activities that address the needs of trainees.
  3. Work closely with the training coordinator in content development, delivery, and evaluation of content.
  4. Give a report which should include the number of participants, challenges experienced, and recommendations.
  5. Conduct a final assessment after the end of the whole training and provide the report.

8. Payment schedule

WV Somalia will offer payments based on specific outputs as described below:-

The following shall be required before processing the final payment.

  2. Signed list of participants who attended the sessions

8. WV Somalia Responsibilities

WV Somalia will;

  1. Review the trainers’ and participants’ workbooks to offer feedback before they are used.
  2. Facilitate the training venue and the trainers’ lunch, tea/snacks during training.
  3. Provide security briefing to consultants
  4. Assign a WV Somalia training coordinator to the training to assist in issues required by both parties, including following up on the delivery of the contractual obligations.

9. Logistics

The Trainer should have the following logistics considerations

  1. WV Somalia will provide stationery and other learning materials the learners need during the training.
  2. Computers for each participant installed with STATA

10. Team Expertise

Qualifications

The Lead Trainer should have the following qualifications and experiences:

  • Professional qualifications and certifications from credible institutions
  • Minimum of 3 years of experience in adult education & training
  • Demonstrate work done using STATA/ Power BI and PowerPivot
  • Excellent facilitation, coordination, and negotiation skills.
  • The consultants will be required to demonstrate how he/she will develop the training content and learning assessment.

Proposal Evaluation Criteria

11. Mandatory Requirements

  • Provide a certified copy of business registration(company/organization)
  • Provide a certified copy of the tax registration
  • Provide information on ownership structure – the name of directors/owners of the company(company/organization)
  • Successful bidders will be required to sign the World Vision Supplier Code of Conduct form

12. Technical Evaluation

  1. 2.1 Qualifications

The consultant must have proven expertise and experience in providing customized data analysis training Computer Sciences. Proof of these is to be provided by submitting, together with the application:

  • An overview of relevant works
  • Working samples
  • Contact details for references
  • The proposed consultant’s/research team’s CVs
  1. 2.2 Requirements in detail:

1. Preliminary evaluation to determine eligibility (as described above) and administrative compliance of this Invitation to Bid.

2. Evidence of experience in this field (number of years in service and clients served)

3. Organizational governance and management structure, staff members and staff to be assigned to this project with their qualification and experience.

  1. Statement of firm’s independence in executing its mandate without influence from internal and external parties, political, social, commercial etc.

5. Proposed budget, applicable taxes and any reimbursable costs to carry out the exercise. 6. Applicable commercial terms to the proposal submitted.

Proposals that do not meet the eligibility criteria (1) above shall be eliminated and shall not be considered for subsequent stages of the evaluation

2.3 Proposal Contents

Proposals from Consultants should include the following information (at a minimum)

  • Technical Proposal with clear methodology, including types of Monitoring & Verification tools and analysis
  • CVs of key consultant(s) attached to the technical proposal
  • Proposed timeline/Work plan
  • At least 3 References including names and contact information (similar assignments in a similar context)

Financial Evaluation

  • A financial proposal with a detailed breakdown of costs (which shall include professional fees and operational budget) quoted in USD. Applicable tax amounts must be stipulated and separated from the base costs.

13. Submission Guideline

Each application should include, at a minimum:

  1. A list of resource person/s to be involved in this training and their detailed resume.
  2. A description of the methodology to be used while conducting the competency assessment, training and evaluation.
  3. A proposed course outline with no more than 2 pages and a training plan.
  4. A proposed outline of the participants’ workbook that is not more than 1 page.
  5. A financial proposed budget for this entire scope of work/training
  6. At least three (3) references of individuals or organizations on the past undertakings in relation to the quality and experience of the consultant(s)
  7. A link to previously developed dashboards showcasing the skills and capabilities of the consultant
