Mission & context

The Middle East Support Office is the regional office of OCG in Amman, Jordan. Its purpose is to support MSF programs in the face of the growing complexity of intervention contexts and new challenges in the Middle East.

The office is currently supporting Iraq, Lebanon, Yemen, Sudan and Iran.

MESO joins other MSF structures already present in the region, including OCBA, OCP and OCA in Jordan. Together, we aim to generate a strong dynamic in the Middle East, to better understand its challenges and problems, and gain a clearer picture of the medical and humanitarian issues that MSF needs to address.

The Middle East Support Office (MESO)’s activities are divided between its three main objectives:

Objective 1: Operational analysis, negotiation and advocacy

  • Analysis/Negotiation: Increased knowledge and understanding of the medical and humanitarian environment in the region
  • Advocacy: Increased engagement and impact on operational advocacy priorities at regional level

Objective 2: Global workforce and Organizational learning development

  • Staff capacity: Development of skills and capacity of MSF staff in the Middle East is promoted through mobility and access to learning resources
  • Organizational learning: Increase organization learning by gathering, analyzing and sharing knowledge and experiences

Objective 3: Direct Operational support

  • Direct support: Technical and Operational support is provided to missions in the Middle East in specific areas or dossiers
  • Ops continuity: Continuity of activities in the field is ensured through detachment of MESO staff to the missions
  • Tools: Operational tools are adapted, implemented and shared among the missions

Tasks and Responsibilities

The Staff Mobility Coordinator will provide strategic and technical support to OCG missions in Middle East/Europe/Asia region on mobility and development of mobile staff. The Staff Mobility Coordinator will be responsible, along with Dakar mobility manager, for the management of locally hired staff mobility across OCG missions; and will support, and if needed lead, institutional projects linked to staff development and mobility in OCG.

Mobility

  • Guarantee the dissemination and application of OCG Mobility Guidelines and Harmonisation process in the ME/Asia/Europe missions, including briefing of HRCos and PDMs
  • Build the OCG mobility pool for the Middle East/Europe/Asia region, integrate new pool members according to the new process (harmonisation project), organise mobility-focused field visits.
  • Strengthen coordination among OCs to promote intersectional mobility
  • Coordinate with GPOs to actively propose mobility candidates to answer to international HR needs
  • Identify within the mobility list the candidates with the capacity to go on emergency
  • Follow up key/senior mobility pool members to promote career development in collaboration with GPOs, including transition to the international pool.
  • Facilitate learning and training detachment initiatives along with technical departments (ex. biomed, IT)
  • Facilitate the harmonisation of selection criteria for mobile staff, including sensitisation for missions and candidates, and collaboration on individual files with the recruitment team.
  • Ensure the quality of the detachment process, including assuring that all candidates have equal access to briefings, debriefings, support and evaluation.
  • Ensure the quality of information regarding the mobility pool, sharing regular updates of all profiles and availabilities, maintaining updated records of active pool members.
  • Update, when necessary, the existing policies/ procedures/ tools in order to implement mobility strategy, in collaboration with Dakar mobility officer.
  • Perform regular reporting of mobility activities including evolution of the pool, number of departures, destinations, prepare annual mobility report in collaboration with Dakar.
  • Participate in decision making processes concerning mobility and mobile staff development, along with Dakar Mobility Manager.

Staff Development Projects

  • Contribute to OCG HR strategy on staff development
  • Facilitate the transition of mobile staff follow up to Dynamics database
  • Collaborate with L&D to facilitate access to mentoring for mobility candidates
  • Collaborate with GPOs and field HR teams to define staff development framework including talent spotting, career planning and competency mapping.
  • Collaborate with L&D to expand learning opportunities in the region.
  • Collaborate with ERU and missions to further define emergency needs and HR response capacity in the mobile pool.

AD HOC HR Support

  • Support missions on regional recruitments as needed
  • Support missions by providing external support on HR dossiers as needed.
  • Support L&D or HR teams on facilitation of training as needed
  • Support onboarding of PDMs

Other

  • Contribute to the definition and implementation of MESO strategy in the region, including highlighting priorities linked with staff development and learning.
  • Remain flexible and able to accommodate the potential evolution of responsibilities in this function in line with the organizational and operational needs.

Your Profile

Education

  • Tertiary degree with relevant professional experience

Experience

  • At least 3 years in an HR management position with MSF (PDM, HRCo or above) with experience in staff development.
  • Prior experience in the Middle East a strong asset

Technical competencies

  • Knowledge of career management would be an asset
  • Knowledge of project management would be an asset

Languages

  • English required
  • French and Arabic would be a big advantage.

Terms of Employment

  • 3 year mandated contract, with a moral commitment of three years, renewable once
  • Full-Time, 100%
  • Gross annual salary: from JOD 36,000.- to JOD 43,200.- (salary level according to seniority and internal salary grid)
  • Ideal start date: As Soon As Possible
  • Working place : Position based in Amman, with regular and frequent field visits in the countries followed for mobility
  • Relocation package for staff relocated to Jordan
