The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of the logistics technical assistant position is to assist and perform assets physical checks and keep registries up to date. Handling Amman, Jordan-based small procurement, filling and scanning documents (hardcopies and soft copies). Assist the logistics technical officer in preparing tendering documents and doing the required data entry. Running and performing vetting for the suppliers. Support in the review of the monthly financial report. Following up with the logistics technical officers.

Generic responsibilities:

  1. Adhere to NRC policies, handbooks, guidelines, and donor requirements.
  2. Assist with the implementation of the logistic function’s portfolio according to Plan of Action.
  3. Provide logistic administration and basic support.
  4. Prepare and develop status reports as required by management.
  5. Ensure proper filing of all support documents.
  6. Assist in the planning and delivery of logistic activity.
  7. Maintain logistic records, suppliers and equipment.
  8. Promote and share ideas for improvement of the logistic function.
  9. Perform other duties, as assigned by Line Manager.

Specific responsibilities:

  1. Support the Logistics Technical Officer in reviewing the monthly financial reports for NRC implementing partners.
  2. Archiving, monitoring, tracking, and following up on NRC’s Implementing Partners asset registries and records under the direct supervision of the Logistics Technical Officer.
  3. Conduct/Support on Asset and inventory physical counts under the direct supervisor of the Logistics Technical Officer in addition to the management of assets in the AO.
  4. Support ensuring all the logistics and procurement documents are filed as per SSD.
  5. Monitoring and updating the purchase request and payments tracking sheet; and issuance of payment documents to the Finance department.
  6. Act as the Focal Point for Amman-based procurement, under the supervision of the Logs Technical Officer.
  7. Conduct Vetting checks when required for all procurements.
  8. Provide support to the Logistics Technical Officers when required, such as but not limited to assisting in the preparation of tender documents and assisting in the translation of the procurement documents.
  9. Coordinate and follow up daily with the Logistics Technical Officers and Logistics Coordinator in the Area Office.
  10. Any other specialized Logistics support as requested by the Supervisor/Line Manager.

Generic professional competencies for this position:

  • Minimum one year experience working within a Logistics and Procurement function in a humanitarian/ recovery context.
  • Previous experience working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal.

Context related skills, knowledge and experience:

  • Bachelor’s degree in logistics or relevant field.
  • Excellent attention to detail and good writing ability.
  • Very good computer skills in Microsoft Office (MS Excel, Word, and Outlook).
  • Strong communication and interpersonal skills.
  • Strong organizational and teamwork skills with good cultural awareness and sensitivity.
  • Highly approachable, trustworthy, and committed to preserving confidentiality in all interactions.
  • Ability to work well in a stressful environment and meet deadlines.
  • Good diplomacy and negotiating skills.
  • Knowledge of procedures on Donor procurement and asset management would be considered an asset.
