The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

A core part of the Country Office Finance team, NRC seeks to hire an experienced finance professional as a Finance Coordinator to lead on accounting, financial management, and donor budgeting for new proposals and realignments and to manage all donor financial reporting. The position holder will report to the Finance Manager and will be based in Amman-Jordan.

Generic responsibilities:

  1. Implement NRC’s financial systems, routines and procedures in Country and Area Offices.
  2. Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements
  3. Prepare and submit reports and analysis
  4. Ensure proper filing of all support documents
  5. Support line managers in procedures and require support team training
  6. Support project staff in financial matters
  7. Maintain budget control and monitor cash flow for CO and Area offices
  8. Ensure that the accounting, monitoring, and reporting are according to procedures
  9. Support project staff in financial matters

Specific responsibilities:
– Accounting & Treasury

  1. Responsible for overall cash and banking management and bookkeeping for the overall response
  2. Lead on the monthly financial closing and consolidating accounting books at the Country Office level.
  3. Provide finance verification of purchases and payment requests up to his/her authorization limit.
  4. Ensure effective cashflows, prepare expenditures forecast and submit monthly cash requests to the Regional / Head Office.
  5. Liasioning with money transfer agents to have smooth cash payments in the field.
  6. Assist Finance manager with External and Project audits.
  7. Prepare and submit necessary regulatory reports to the respective line departments.

– Financial Systems & Compliance

  1. Ensure NRC Finance Systems and procedures are always updated, and all necessary monthly routines.
  2. Support the finance manager in preparing spending plans and gap analysis.
  3. Undertake spot checks across the Area Offices to ensure NRC financial procedures are followed and prepare an action plan upon findings.

– Budgeting and Reporting

  1. Support the development of master budget and donor budgets for new proposals for the country office, and coordinate budget development processes in the area offices and ensure sufficient cost coverage is secured as per NRC’s and donors’ guidelines.
  2. Consolidate all elements of the proposal budget and prepare the final product in the donor format for review and submission.
  3. Ensure all NRC’s budgeting and budget management tools are properly used, and Agresso is regularly updated in line with NRC processes.
  4. Support Area Office Budget Holders and Finance teams to identify the potential need for budget realignments or NCEs and support the realignment process.
  5. Prepare all donor financial reports in line with donor requirements (template and deadline)
  6. Consolidate any financial reports of multi-country grants as needed.
  7. Respond to donor queries/feedback on submitted financial reports.

– Budget Monitoring and follow Up

  1. Support the SRO Finance Manager in reviewing and analyzing the monthly Budget vs Actual reports and highlight to Budget holders in CO & AO.
  2. Support the SRO Finance Manager in identifying budget coding required for Country Office costs and recruitment.

– Capacity Building & Training

  1. Develop, support and implement capacity-building plans for staff in the Country and Area Offices to build their knowledge of donor budgeting and reporting.
  2. Conduct other ad-hoc training and capacity building depending on any identified gaps in the Country or Area Offices

-Surge Capacity and Capacity Building

  1. Act as Finance Manager when appointed.
  2. Provide Surge Support to Area Offices when required.
  3. Any other tasks assigned as and when necessary.

Qualifications:

  1. Minimum three years of experience working in a similar financial position in a humanitarian/recovery context.
  2. Experience working in complex and volatile contexts.
  3. Documented results related to the position’s responsibilities.
  4. Knowledge about own leadership skills/profile
  5. Fluency in Arabic and English, both written and verbal
  6. Bachelor’s degree in economics, Accounting, or Business Administration
  7. Solid knowledge of computer software and modern accounting systems
  8. Knowledge of the Syrian context (essential) and remote working experience (desirable)
  9. Experience with financial systems and tools like working in an ERP tool.
  10. Experience working with multiple humanitarian donors and their budgeting and reporting requirements (Multi donor and multi-program environment)
