The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NOR-CAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of this Technical Officer will be to support ICLA day-to-day implementation in Northwest Syria, in particular by monitoring and analysing legal and policy developments which may affect access to rights. This will include legislation, circulars, policies, and public statements by all relevant authorities, including the Government of Syria as well as de facto authorities operating in Northwest Syria.

Generic responsibilities

  1. Adherence to NRC policies, guidance, and procedures.
  2. Ensure the quality of all ICLA programming as well as compliance with CC strategy, tools, handbooks, guidelines, and standards.
  3. Where relevant develop and update ICLA-specific technical guidance, tools, and mechanism related to HLP, Civil documentation, and Community Dispute Resolution matters.
  4. Develop training modules and provide specific technical learning and/or training for project staff and other actors.
  5. Assess, promote, and document ideas for technical improvement and further program development options.
  6. Conduct ICLA-specific technical research, analysis, and lessons learned documenting findings and recommendations.
  7. Contribute to the legal analysis of HLP and civil documentation issues to inform NRC advocacy efforts, evidence-based policy papers and guide technical advice with relevant stakeholders.
  8. Cooperate with relevant NRC core competencies and support units to develop integrated responses to the beneficiaries’ needs.

Specific responsibilities

Legal developments and related practices

  • Monitor the legal developments and practices by all relevant authorities in relation to civil documentation and HLP rights in Syria.
  • Analyse the impact, associated risks and/or opportunities of such developments and practices on ICLA activities as well as the broader context.
  • Draft quality and thorough analysis reports to support ICLA teams and Project management teams.
  • Identify and highlight the impact of such legal and policy developments on ICLA activities and adapt the tools accordingly.
  • Develop and implement a capacity building plan based on the assessed needs of team members.
  • Provide case management training or guidance to field teams.
  • Undertake legal research on relevant issues encountered by the field teams. As well as work closely with the CO research advisor.
  • Draft case studies from the field based on inputs from field teams.

Information sessions and counselling technical support

  • Update existing scripts and develop new scripts used by field staff during information sessions on thematic areas based on beneficiaries’ needs and legal changes in Northwest Syria.
  • Train field staff on the revised and/or new scripts and monitor their rollout.
  • Review existing counselling caseload and forms (legal and case management) to ensure quality programming and proper documentation storage.
  • Develop a depository of advice for the frequent counselling case questions.

Other tasks

  • Analyse and provide recommendations on complicated or challenging HLP due diligence cases.
  • Use an understanding of HLP and CD procedures to support analysis of monitoring and evaluation processes.
  • Participation in HLP TWG as needed.
  • Support in Arabic/English translation whenever needed.
  • Support in PR raising and tracking of logistics processes.
  • Any other reasonable task as instructed by the immediate supervisor.

Generic professional competencies for this position:

  • Minimum 3 years of experience working in the Syrian context including all ICLA’s thematic areas.
  • Experience working in a remote management environment.
  • Minimum 3 years experience working with displaced and/or vulnerable groups and communities in a humanitarian/recovery context is essential.
  • Native in Arabic with proven proficiency in English both written and spoken.
  • Documented results related to the position’s responsibilities.

Context related skills, knowledge, and experience:

  • A bachelor’s university degree, in international law, political science, Humanitarian Studies, or any other related field.
  • Knowledge of Syrian legal framework and practice.
  • Background in housing, land and property law and procedures.
  • Knowledge and experience in international human rights law.
  • Experience in legal research and proven experience with qualitative and quantitative data collection and analysis.
  • Experience in legal case management.
  • Excellent training and facilitation skills.
  • Ability to provide high quality briefs, both written and verbal, to a range of stakeholders.
  • Advanced computer skills, especially in Word, Excel, PowerPoint, and Outlook.
  • Proven skills and experience in report writing and representing an organization in public forums preferred.
  • Strong communication, interpersonal, analytical, and negotiation skills.
