The USAID-funded Clean Cities Blue Ocean project in the USA, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Gender Advisor. This position will be located in the main office in Sri Lanka.

The CCBO activity is a five-year initiative of USAID which will serve as USAID’s flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities. This position will be located in the main office in Sri Lanka.

Position Description/Summary: The objective of this assignment is to advise, monitor, and build the capacity for gender equality and women’s economic empowerment aspects of CCBO grantee organizations provide and technical guidance to streamline gender focus in projects in Sri Lanka and in the Maldives. The Gender Advisor will train CCBO staff and grantees in mainstreaming gender equality and assist them in helping to transform gender roles and status to achieve gender equality.

Responsibilities:

* Identify needs for capacity development in gender among CCBO grantees/CCBO staff and government partners.

* Review grantee Project Descriptions and Initial Gender Assessments (IGAs) for all current CCBO Sri Lanka and Maldives Grants. Develop and implement coaching, monitoring, and training plans for grantees to increase grantee organizations’ capacity to understand and promote gender equality and women’s economic empowerment.

* Evaluate the effectiveness of the ongoing gender-focused activities. Participate in the review of Sri Lanka and Maldives grant applications/grantees/RFA material including concept papers, project descriptions, IGAs, operational and training manuals.

* Prepare presentations and participate in Gender Knowledge Sharing sessions with CCBO staff.

* Gather best practices and strategies developed and implemented on gender equality and equity and women’s economic empowerment.

* Conduct monitoring on gender-related activities of grantees and Local Authorities (LAs), provide technical assistance, which may include training in gender awareness and gender equality/inclusion, and keep the CCBO SBC and Gender Director apprised of gender activities.

* Provide updates on CCBO gender activities in Sri Lanka and Maldives every other week for the biweekly updates and quarterly reports.

* Contribute to CCBO quarterly and other technical reports, including highlighting success stories from grantees.

* Share information about collaboration opportunities to CCBO about interested stakeholders who also work on gender equality and equity and women’s economic empowerment.

Qualifications:

* Minimum of 7 years of experience working in gender and development in Sri Lanka required. Experience working in the Maldives preferred.

* Bachelor’s degree in gender and development, or one of the social sciences, other relevant academic discipline is required. Master’s degree preferred but not required.

* Strong background and experience in gender mainstreaming and women’s economic empowerment, coaching, and training in Sri Lanka. Sound knowledge of South Asian gender and development (preferably but not limited to the Maldives).

* Familiar with both the private and NGO sectors.

* Experience in one or more of the following technical disciplines or sectors preferred: recycling and waste management, municipal management, community engagement, public policy and governance, environment, natural resources management, marine biodiversity or other technical areas.

* Familiarity with building capacity of nongovernmental and government organizations in Sri Lanka and internationally.

*Writes and speaks fluent English, Sinhala, and preferably Tamil languages. Knowledge of Dhivehi is a plus but not required

* Must be a Sri Lankan national.

* Team player who is comfortable working with interdisciplinary technical experts.
