Essential Duties And Responsibilities
- Leads effort to expand participation in I&FS group and retirement plans and programs:
- Collaborating with I&FS management, Senior Principal I&FS Business Development and Field Staff on strategic efforts to gain plan participation
- Analyzing key proposal data and historical track records
- Accountable for identifying and pursuing technology solutions that more effectively capture and maintain proposal and competitive data
- Supports overall retention and growth success of I&FS plans and programs by providing consultative and administrative leadership and expertise to:
- Cooperatives
- Serves as consultant to cooperative management, their third party consultants, and cooperative committee representatives making benefit and funding recommendations including group and retirement plans.
- Internal Staff/Departments
- Provides consultation and guidance to Field Staff and Product Managers regarding plan design strategies.
- Acts as liaison between Underwriting and Field Services on rating questions and issues.
- Collaborates with Employee Benefits Communications in the development and preparation of product and program presentations, co-op education materials and brochures for group and retirement products.
- Manages the identification, review and oversight of business in jeopardy. Also reviews and provides input into rate increases for jeopardy and sensitive co-ops.
- Leads efforts to migrate co-ops toward long range, multi-year plan design strategies as well as statewide plan designs, particularly those centered on consumer driven health plans and integrated well-being incentive strategies:
- Identifies initial parameters of long term, multi-year or statewide agreements when working with co-ops, field staff, senior leadership team and the Health Management Services team to finalize specific components of agreements
- Provides guidance to NRECA’s Legal Counsel in order to develop contractual agreements reflecting terms of the multi-year strategy.
- Facilitates execution and tracking of contractual agreements.
- Accountability for the overall effectiveness of the RFP response process:
- Defines and articulates the broad strategic message to be conveyed throughout all RFP responses.
- Manages development of technical components of the RFP responses, ensuring appropriate review and approval by Subject Matter Experts.
- Provides final review and approval of RFP documents
- Ensures that staff perform appropriate follow up with cooperative, field staff and I&FS Executive Leadership Team in order to prepare for implementation, or determine reason(s) for negative outcome.
- Manages communication of annual renewals, alternate funding arrangements and plan participation requirements.
- Works with Employee Benefits Communications to ensure revision and review of plan renewal documents.
- Coordinates with Group Underwriting for timely generation and distribution of alternate funding agreements.
- Coordinates with Group Underwriting to identify non-compliance with plan participation requirement. Facilitates communication to co-ops to resolve.
- Responsible for the proper security and disposal of any confidential information that he or she may possess in the course of performing this position’s job duties, as well as ensuring staff compliance with security protocols in accordance with NRECA’s Personnel and Administrative Policy and HIPAA Privacy and Security Policies and Procedures Manuals.
- Knowledge and understanding of I&FS’s suite of group and retirement plan designs and products.
- Ability to perform and work on multiple tasks while being flexible and able to cope with changing conditions/policies/procedures in a fast-paced and sometimes intense working environment, while staying productive and maintaining a high level of accuracy.
- Ability to be persuasive, negotiate, and collaborate with individuals at all levels inside and outside of the organization.
- Ability to anticipate internal and or external business challenges and/or regulatory issues; recommends process, product, or service improvements.
- Ability to define issues, establish facts and draw valid conclusions and apply to work environment.
- Ability to perform mathematical calculations (addition, subtraction, division, multiplication, percentages).
- Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner.
- Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the job.
- Ability to operate various office equipment such as personal computer, copier, printer, fax machine or other job-related equipment.
- Ability to provide service excellence by building relationships, being resourceful, responsive and respectful.
- Ability to travel.

Qualifications
Formal Education Required:
Bachelor’s Degree with major areas of study in business administration, marketing and/or business management.
FLSA Status: Exempt
Experience And Certifications Required
10 years practical advanced employee benefit consulting and sales experience.
