What we are looking for

Background: NRC has been operating in Yemen since 2012 and implements programming across various sectors including Livelihoods and Food Security, Protection from Violence, WASH, Shelter and Settlements, Education, and Information Counselling and Legal Assistance.

NRC is currently seeking qualified candidates for the position of Senior Non-Formal Education Advisor for the upcoming USAID Yemen, My Education Activity (Taleemi Activity). This position will be based in Aden and requires travel to other locations in the South of Yemen.

The position is contingent upon award.

Project Description:

The goal of the USAID My Education Activity (Taleemi) is to improve outcomes for out of-school children and youth through inclusive, high quality non-formal education in Yemen. This activity will ensure that out-of-school children and youth in Yemen transition into the formal education system; obtain certification of completion that will benefit them if they are not able to re-enter formal school; or benefit from pathways to training and economic opportunities after completion of NFE programming. The activity includes the following results:

  • Increased enrolment and retention of out-of-school children and youth in community responsive, safe, and adequately resourced environments.
  • Out of school children and youth acquire foundational and life skills for transitioning into formal schools or entering the workforce.
  • Improved implementation and management of non-formal education programs.

The activity will be implemented in the South of Yemen in coordination with the Internationally Recognized Government of Yemen.

  1. Role and responsibilities

The Senior Non-Formal Education Advisor works in close coordination with the Chief of Party and is responsible for managing the quality and timeliness of the project’s overall technical workstream. They will supervise the technical team, liaise with technical partners, relevant national stakeholders, beneficiaries and the donor, as needed. The following is a brief description of the role:

Job Summary/Responsibilities

  • Coordinates closely with the Chief of Party on all technical matters; provides support to the overall leadership and management of the project, including budget formulation and oversight.
  • Serves as the senior education technical expert on the activity. Responsible for design and implementation of activities including the establishment and operation of non-formal education centers, development or adaptation of teaching and learning materials, training for non-formal education teachers, reducing barriers for enrollment and retention particularly for girls and children with disabilities, supporting learners to transition to formal schools, and strengthening the capacity of local education partners and local education authorities to implement non-formal education.
  • Coordinates technical support to the Ministry of Education, local education authorities, sub-awardees, and other key stakeholders.
  • Co-coordinates planning processes to ensure strategic and cohesive program direction.
  • Co-coordinates the project’s Collaborating, Learning, Adapting (CLA) framework.
  • Oversees technical outputs (activities, strategies and deliverables) of all implementing partner organizations through regular field visits.

What you will bring

Professional competencies and experience for this position:

  • Master’s degree required in education or related field.; PhD or EdD preferred .
  • Expertise in non-formal and accelerated education, education in emergency contexts, teacher training and materials development required.
  • Expertise in education systems strengthening, local capacity strengthening, gender equality and social inclusion and universal design for learning (UDL) strongly preferred.
  • 10+ years of related work experience in increasingly senior roles, with three years in leadership positions; experience working in a non-governmental organization (NGO) preferred.
  • Experience in the education sector in Yemen strongly preferred. Experience in similar complex, volatile and non-permissive contexts required.
  • Proven technical leadership in USAID-funded projects preferred.
  • Ability to build positive working relationships with local communities, government officials, implementing partners and donor representatives.
  • Ability to analyze and establish effective cross-program coordination, procedures, and management systems.
  • Demonstrated ability in complex environments, working across different cultures, and managing diverse teams to deliver impact within agreed timelines.
  • Oral and written fluency required in English and Arabic
