JOB BRIEF The Budget & Planning department supports the budget processes, analysis and overall funding management of the Institute. The budget assistant position provides support to the budget director in matters related to budget processes and practice, including but not limited to, organizational budget execution, interagency financial operations and systems support. The individual must have the ability to operationalize concepts, communicate effectively and execute in a systematic, timely and efficient way. The budget assistant must be organized, analytical, attentive to detail, excellent communicator, and able to work effectively in a highly collaborative environment. An appreciation for and dedication to customer service is critical. This position is based on Washington, DC and reports to the Budget Director.

TARGET SALARY RANGE Grade 8 – $56,000 – $57,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES Assists with financial and management reports: • Compiles data and produces financial reports • Assist with distributing financial and management reports as needed • Assist with the query relevant data from different databases and convey results as necessary

Conducts day-to-day financial and management activities, including: • Assisting in processing budgetary changes such as fund transfers, allocation of funds to projects and activities and creation of budgets and accounting lines as needed • Performing administrative and analytical duties connected with the formulation, justification, presentation, execution, and review of the Institute’s budgets and finances as needed. • Assisting with budget analysis and upkeep of financial management systems • Assisting with year-end and new-year activities such as roll over of budget lines, creation of accounting templates, setup of reference data and updating systems

Assists with the management of interagency agreements (IAA) by: • Maintaining the IAA Database • Developing, in coordination with the budget team, systems and processes to make them more efficient • Communicating with Institute key personnel on IAA related transactions • Assisting with liaising between finance and program teams as necessary to ensure proper development and execution of agreements throughout their life cycle as needed.

Performs other duties as assigned.

QUALIFICATIONS • A bachelor’s degree in finance, accounting, or business administration. A Master of Public Administration is a plus • A minimum of 2 year of professional experience in a related field or any combination of education and experience • Ability to research, analyze, and evaluate allocations and expenditures • Ability to use financial or accounting information systems and tools • Strong Microsoft Excel skills • Effective at providing timely, concise, audience-appropriate information orally and in writing • Skilled and committed to meeting expectations of internal and external customers • Strong organizational and analytical skills • Excellent written and oral communication skills • Must be a quick learner, well-organized, and attentive to detail • Must be able to multi-task and work under deadlines in a dynamic environment • Must have the ability to work in a team as well as independently
