SR ADVISOR, MERL IN FRAGILE SETTING

The Senior Technical Advisor (STA) for MERL in Crisis Setting in the Health Equity and Rights unit provides leadership and technical direction for monitoring, evaluation, research and learning in the MOMENTUM Integrated Health Resilience (MIHR) project consortium led by IMA World Health. They report to the MIHR MERL Director. This position will focus on areas of fragility analytics, humanitarian-development nexus learning, and monitoring, evaluation, research, and learning as it relates to building health resilience capacities. Building on CARE’s expertise in program quality in humanitarian-development nexus programming, this position will focus on setting up monitoring systems, assessment instruments, data collection approaches, and data use platforms that enable adaptive approaches to ensuring program quality and ensure data-driven decisions to strengthen programming. This position will facilitate thought leadership on effective approaches to FP/RH, MNCH, nutrition, and WASH programming in the humanitarian-development nexus through translating and elevating data and information gathered through MIHR programming. The STA for MERL in Crisis Settings will oversee the implementation and provide technical leadership for the MIHR project in 2-4 countries, in addition to advancing M&E systems, tools, and research initiatives for the MIHR core project and MOMENTUM suite of awards. S/he will oversee the MEL budgets and workplans and provide technical leadership to the MIHR country programs, currently Mali, Burkina Faso, and Sudan. S/he will lead the design, implementation, analysis, and writing for research on effective FP/RH/MNCH programming in the humanitarian-development nexus. They will provide technical leadership and capacity strengthening on HMIS, mobile data collection, mixed-method and participatory approaches, data for decision-making, and USAID’s collaboration, learning, and adaption (CLA) principles. The STA for MERL in Crisis Settings sits on CARE’s Public Health Emergency Preparedness (PHEP) team within the Health Equity and Rights team but is fully seconded to MIHR where they sit on the MERL team for the project. S/he coordinate closely with the MIHR Technical Team, MIHR Country Programs Team, MIHR Field Teams, and CARE’s HER Team. This position has technical supervisory responsibility for the MIHR Sr. MEL Advisors in each country office (as this is a seconded position, these reports do not show in the CARE organization chart). The STA for MERL in Crisis Settings represents MIHR’s work both internally and externally to advance the field of high-quality effective programming for FP/RH, MNCH, nutrition, and WASH in fragile settings, including the humanitarian-development nexus.

Qualifications:

• Advanced degree in public health or a related field, preferably with a focus on M&E, epidemiology, biostats, evaluation and research, or related major
• 8-10 years of experience in global public health including humanitarian and fragile settings
• 5+ years of proven experience in monitoring and evaluation of FP/RH and /or MNCH programs or a related field
• 5+ years of experience working in crisis-affected settings (humanitarian response, fragile contexts) and deep knowledge of related global standards, guidance, and approaches (such as MISP, Sphere Standards, Global Health Cluster Guidance, etc.)
• Quantitative and qualitative data collection, data management, and data analysis skills, specifically with database management (preferably in DHIS2), survey instrument development (preferably in Comcare, KoboToolbox or ODK), and survey implementation; as well as conduct and analyze data from focus groups, key informant interviews, and other qualitative methods
• Significant experience conducting monitoring, evaluation and research in a humanitarian context
• Demonstrated success in developing MERL strategy to guide large program delivery
• Record of communication and facilitation of interpretation, learning and action planning based on MERL results with multiple stakeholders
• Demonstrated competence to assess priorities, develop M&E plans, articulate research questions and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality TECHNICAL SKILLS
• Strong background in MERL, quantitative and quantitative techniques, routine monitoring systems
• Ability to guide, coach and oversee others to produce accurate, timely results and products collaboratively
• Critical analysis skills particularly in data interpretation
• Competence in qualitative and quantitative analysis software programs (SPSS, SAS, Nvivo, MaxQDA, etc.) and approaches to routine monitoring for program improvement, evaluation design and household survey sampling methods (LQAS, 30-cluster)
• Professional proficiency in French is highly desirable
• Adept at achieving results in diverse team and in context of multiple stakeholders with complex relationships
• Strong verbal and written English language skills.
