Due to the current crises in Ukraine, CARE USA is setting up a new office in Poland where a Cash & Voucher Specialist (CVA) is needed.

The overall purpose of the job:

Coordinate the setup of CVA activities (assessment, design, implementation, and monitoring). The position is expected to directly manage program delivery, assist country teams and partners in troubleshooting implementation challenges, and use monitoring data to improve program designs.

Work very closely with partners and provide guidance, tools, and appropriate training and mentoring to manage CVA programming. Institute compliance with donor requirements as well as accountability to target populations during program implementation.

Contribute to CO strategic planning and provide leadership in Market Based Approaches programming ensuring gender is central to programs’ growth.

Responsibilities:

  • Startup CVA activities:
    • Undertake feasibility assessments for CVA set up including leading field-level data collection and analysis for market, risk, or payment mechanism assessments, and use that information to support appropriate program design;
    • Manage grant/program implementation including staff recruitment and training, work plan development, procurement and inventory planning, and budget management;
    • Manage the development, adaptation, and standardization of operating procedures for CVA implementation in the Country, and support linkages with regional finance and supply chain teams to deliver high-quality programming;
    • Prepare high quality and timely donor and management reports on grants and sector activities;
    • Advice and assist partners in designing new programs, including identifying business development opportunities,
  • Representation
    • Representation and coordination within Country Cash Working Group, other cluster working groups, other agencies, local government, donors, and other stakeholders to promote the delivery of best practice humanitarian assistance;
    • Capacity building for staff members and partners
    • Develop and implement a capacity building plan to ensure all program, finance, supply chain staff, and partner staff involved in cash and voucher programming have appropriate knowledge and skills related to market-based programming;
    • Develop gender-sensitive tools, resources, and program guidance materials as needed in order to support assessments, program implementation or monitoring efforts, reporting, including cross-sectoral collaboration
  • Others
    • Support media and communications activities as requested by the ERT Field Director/CD/in-county emergency lead.
    • Support cash and voucher research initiatives lead by country teams and/or regional research/advocacy positions.
    • Ensure compliance with CARE policy and procedures throughout the program team and activities.
  • Any other duty assigned by the supervisor

Qualifications:

  • Bachelor’s degree or higher qualification in development studies/economics/social science/international relations or another relevant discipline.
  • Training in Cash and voucher assistance and market-based approaches (CALP, MERS, sectoral such as WASH)
  • Training in Gender studies
  • HEAT certified
  • Strong coordination skills with inter-agency and cash working groups
  • CVA technical knowledge
  • CVA implementation and project management experience; particularly in start-up mode
  • Experience in assessments (multisectoral assessment, rapid gender assessment, market assessment, financial service provider mapping, and contracting)
  • Understanding of gender dynamics applied to CVA programs
  • Languages: English, proficient level
  • Language skills in Polish, Russian or Ukrainian are desirable
