
The Global Fund
In April 2020, the Global Fund established the Covid-19 Response Mechanism (C19RM) to support countries to respond to COVID-19 and mitigate its impact on programs to fight HIV, TB and malaria and support systems for health. C19RM has awarded US$4.7 billion to 125 applicants since April 2020. As the pandemic evolves and countries transition from an emergency response, C19RM funding will continue supporting resilient and sustainable systems for health (RSSH) and pandemic preparedness.
The C19RM Secretariat (the Secretariat) manages the end-to-end C19RM Business Model. The C19RM Secretariat also acts as the Secretariat for the C19RM Investment Committee (the IC) responsible for investment, portfolio optimization, governance, and oversight since 2020. The Secretariat is responsible for operationalization, implementation monitoring and oversight (M&O) to identify bottlenecks, course correction and ensure effective delivery of programs; monitoring and evaluation (M&E) to report on progress and results; assurance and accountability; reporting to the Committees and the Board. The Secretariat leads the engagement of Grant Approval Committee (GAC) and COVID-19 Technical Advisory Group (CTAG) Partners with the C19RM, including the external review of C19RM investments and monthly review meetings.
Role
In close collaboration with members of the Country Teams (CTs), the Technical Advice and Partnership (TAP) team, the Community Rights and Gender (CRG) department, and the wider Program Monitoring and Risk Division (PMRD), the Specialist ensures that key stakeholders are informed of results from the Global Fund’s C19RM investments in country. This includes defining the framework and processes of the reporting of results, coordinating internal review and production of the result reports, and liaising with external stakeholders to ensure reporting is aligned to needs. The Specialist will also identify opportunities to advance the analysis, interpretation and presentation of results that enhances the impact of C19RM investments.
The Specialist coordinates and analyses information from various sources and, in collaboration with TAP and Supply Operations provides advice to CTs throughout the grant cycle on aspects related to quality of reporting and the use of the reporting data to inform programmatic improvements. These improvements may relate to quality of services, appropriateness of interventions, updated guidance from technical partners and/or overcoming barriers to effective program implementation.
The position requires expertise in monitoring and evaluation of health programs, data management, integrated data analysis and data visualization. Furthermore, coordination and facilitation, stakeholder engagement and partnership building are indispensable skills for this position.
This role will report directly to the Senior Manager, C19RM Secretariat.
Key Responsibilities
Lead on operationalization of C19RM M&E Framework
- Work with CTs, technical teams (e.g., TAP, CRG and Supply Operations) and key Global Fund stakeholders on the selection of indicators and targets for grant monitoring and assessment of performance to ensure appropriate level of monitoring at the portfolio level.
- Develop and manage processes to capture, integrate, synthesize, analyze and disseminate C19RM results.
- Coordinate with other Global Fund departments (e.g. TAP, PMRD, Supply Operations and CRG) to ensure quality review of results reporting and to facilitate the use of the data to ensure maximum efficiency and impact of grants.
- Identify opportunities to strengthen M&E, to improve program and data quality and to improve the use and insights of data.
- Participate in the C19RM management and oversight process to review progress of grants.
- Support Country Teams and participate in dialogue on the collection and review of results data to inform grant management.
Coordination and development of reporting of C19RM results to external stakeholders
- Facilitate discussion with partners and in-country stakeholders on reporting requirements for C19RM.
- Manage process to gather results from relevant Global Fund Departments.
- Ensure adequate engagement and coordination with Global Fund Departments to ensure compliance to C19RM reporting requirements.
- Facilitate transparent communication with in-country national program counterparts as well as technical partners on grant related M&E and programmatic issues/progress.
- Collaborate with across departments on integrated analysis and monitoring of investments from other funding sources e.g. country allocations, Pandemic Fund, etc. in systems strengthening for pandemic preparedness including SIID/TAP, GMD, SPH, Finance, Risk, and Supply Operations.
- Lead on the development of the reports to GAC/CTAG, the Board and Committees including USG C19RM progress report on results.
Lead C19RM Secretariat M&O function, second-line M&E and programmatic risk assurance mechanism for C19RM data and program quality
- Manage and lead the development of a C19RM risk assurance plan linked to program and data quality including risk mitigation measures and assurance mechanisms.
- Provide guidance on resolving bottlenecks related to C19RM data collection, reporting and delivery of quality services.
- In collaboration with PMRD departments, select appropriate program and data quality assessment tools, identify service providers and monitor implementation of the recommendations with the national counterparts.
Develop C19RM data analytic framework
- In close collaboration with other Global Fund teams such as TAP, Supply Operations, CRG and Resilient and Sustainable Systems for Health (RSSH), define programmatic evaluation needs.
- Support program evaluation design, provide oversight to the methodology and protocol development, ensure selection of external service providers and appropriate and timely implementation.
- Review of evaluation findings and recommendations, ensuring generation of quality reports and use of data for funding decisions.
C19RM Data analysis and use, and second-line function
- Coordinate with other Global Fund departments (e.g. TAP, PMRD, Supply Operations and CRG) to ensure second-line function of C19RM Secretariat to review and analyze data from various sources such as routine data systems, program reviews, evaluations, health facility assessments, surveys and special studies.
- Coordinate with other Global Fund departments (e.g. TAP, PMRD, Supply Operations and CRG) to prepare insights generated from the review of data from those various sources.
- Ensure use of data for program improvement, efficiencies, and reprogramming.
- Inform the funding decisions to ensure adequate funds are available for necessary actions.
- Promote use of data by policy makers and program implementers for effective planning, allocation and utilization of resources.
Contribute to the overall work of the C19RM Secretariat as delegated by the Senior Manager.

Qualifications
Essential:
Advanced university degree in epidemiology, health economics, public health, health system management, or related field.
Experience
Essential:
- Sound M&E knowledge and experience in public health and disease program management with focus on infectious diseases.
- Robust experience in planning, collecting, managing, analyzing and reporting information for assessing progress and ensuring program and data quality.
- Experience in developing reports, including impactful visual insights on program results to external stakeholders.
- Solid experience in developing partnership in M&E and in managing complex M&E issues and deliverables at country, regional and international level.
- Rich professional experience, including a track record of working in strategy and policy analysis, program planning and management, and/or equivalent experience.
- Solid understanding and experience of strategic, organizational and management issues.
- Solid understanding of Global Fund processes and the Global Fund New Funding Model.
- Excellent written and verbal communication skills.
Desirable:
- At least 7 years of professional experience (international or national) working in planning, data analysis, management and M&E of programs in the health sector, including in developing countries.
