The Caribbean region comprises many Small Island Developing States (SIDS) that share common constraints and challenges in pursuing sustainable development. The region is increasingly exposed to climate-related risks such as rising sea levels, air and surface temperatures; tropical cyclones; and changing rainfall patterns. The Bahamas, Belize, Dominica, Grenada and Haiti rank among the 30 countries worldwide most affected by weather influenced disasters. In the last two years alone, three category V hurricanes – Maria, Irma and Dorian – have impacted multiple countries and territories across the Caribbean WFP’s Caribbean Emergency Preparedness & Response (EPR) strategy is designed to address identified gaps in response capacity, improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to shock affected populations has the digital transformation of the Supply Chain processes as a foundation of this strategy.
WFP is working closely with the Caribbean Disaster Emergency Management Agency (CDEMA) and the twenty Participating States to realise this vision. The digital transformation process is in progress; a modular end to end supply chain system has been defined, architecture and tools selected, database designed, and implementation commenced.
The WFP Caribbean provides logistics and technical support to Countries and Agencies in response to natural disasters. Staff are on standby to deploy anywhere in the Caribbean within 48hrs of any request. Applicants must be willing and able to work in conditions that can be challenging if deployed.
The first phase (stock visualisation and emergency logistics) of the CDEMA Logistics System (*CLS) is operational with the Participating States, and phase two (enterprise resource planning) has started. This assignment will support the handover of phase one, client support on rollout and implementation of phase two, the Odoo ERP and Warehouse Management System (WMS).
To contribute to the development of efficient and effective IT solutions, creating sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP’s strategy.
KEY ACCOUNTABILITIES (not all-inclusive)
Within the delegated authority and under the supervision of the Head of Supply Chain or their designated mandated representative(s), the Software Product Developer will:
Support the development and implementation of modern integrated IT solutions that meet the WFP business needs in the Region.
Support open-source software used in the project, such as OBS (training presentations), CLS (logistics software), Twilio (tracking IoT) and Odoo Community Version (ERP software)
Perform the integration and the testing of new, enhanced, or fixed software code to ensure complete coverage of the code and adherence to customers’ technical specifications and WFP software guidelines.
Support the implementation and integration of the Odoo ERP system with
Installation and customizing of the Odoo ERP software within CLS.
Configure and support the deployment of the Odoo ERP applications and business processes.
Performs business process analysis, consultation with receiving partners, designs, implements, and deploys the Odoo ERP software accordingly.
Create and maintain system related Odoo ERP documentation such as business, system, and functional requirements, process flows, status reports and configuration of dynamic spreadsheet reports and MS Power Bi reports.
Solve different business interactions by recommending and implementing EDI software developed by third parties to integrate transactional data with Odoo ERP platforms, CLS, and other business applications in advanced logistics environments.
Relational database management using IDE and direct SQL manipulation, user management, entity-relationship establishment and mapping.
Web development and integration of CLS and Odoo with backend service of Odoo ERP.
Web development and maintenance of CLS using the Laravel or Zend Framework, HTML, CSS, and XML to maintain the operations and any changes required by the customer.
Troubleshooting and solving operational issues as they arise and document any problems, solutions, and changes to the software design.
Provides support for Excel Macro (VBA scripting) and Microsoft Visual C# as requested or recommended.
Manages the project Cloud Based servers, Linux servers and GitHub, as the project requires.
Deploys to support regional training and emergency response activities as required/directed.
Other tasks and responsibilities as required/directed.
DELIVERABLES AT THE END OF THE CONTRACT
- Product(s) Roadmap;
- IT solutions documentation;
- Implementation of Odoo ERP (CE or EE) with at least one end-user client.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience: Minimum of 3 years postgraduate, progressively responsible, job-related experience.
- Experience with multi-vendor project and delivery coordination and management.
- Experience deploying in enterprise production environments; and
- Experience with design and development team set-ups.
Language: Fluency (level C) in English language.
Skills and Knowledge
- Strong customer empathy and a passion for building great user experiences across web and mobile devices; and
- Practical understanding of how to make a solution successful at scale across multiple locations, agencies and countries;
- In-depth knowledge and proficiency with mainstream software design & development technologies and methodologies, developing high-quality IT solutions, and Agile Scrum;
- Understanding of accessibility, security compliance, design principles behind a scalable IT solution, and the differences between delivery platforms, such as mobile vs desktop, and optimizing output to match the specific platform;

- Ability to integrate multiple data sources and databases into one system and create database schemas that represent and support business processes;
- Ability to think creatively, strategically, and identify and resolve problems;
