Duties
Performs quantitative and qualitative analysis of complex and sensitive policy issues and problems in a timely manner.
Solicits input from other internal components and external experts when necessary. Presents information and findings in analytical papers or provides input into reports and papers.
Synthesizes complex and detailed research findings and other background information on policy issues and evaluates the overall impact of such issues on the immediate, foreseeable, and long-range interest of the Agency
Plans or assists in in planning and coordinating special projects and policy initiatives and provides advice and assistance to senior analysts.
Conducts in-depth public policy analysis and manages projects and studies in support of major policy proposals and options in the Office of Research and Demonstration.

Qualifications

IMPORTANT: Office of Research Demonstration and Employment Support ORDES/ORD is predominantly a SAS shop and the selectee will be expected to use SAS.

Applicant must qualify for the basic qualification requirement, individual occupational requirement (IOR) and selective placement factors of the posted position.

To meet the basic qualification requirements for this position, applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes conducting social and economic research concerning the effects of Social Security and related social insurance programs on income distribution, resource allocation, and individual behavior. Conducts social and behavioral psychology, judgment and decision-making research and analysis, and manages projects and studies.

This experience must be explicitly documented in your resume or you will be disqualified from further consideration.

Additionally, the applicant must meet the individual occupational requirement (IOR), whichpossess one of the following:

A degree in behavioral or social science or related disciplines appropriate to the position. NOTE: Transcripts are required to substantiate education;

OR

A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field;

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

TRANSCRIPTS ARE REQUIRED TO SUBSTANTIATE POSSESSION OF QUALIFYING EDUCATION. All academic degrees and coursework must be from accredited or pre-accredited institutions. You must submit your transcripts according to the application submission details of this announcement.

In addition to the basic qualifications, applicants must meet the following Selective Placement Factor (SPF):Skill designing and conducting research projects concerning public policy matters. To demonstrate the SPF, applicants must have 4 out of the following 5 experience indicators:
Experience designing a disability or labor policy-related research project.
Experience developing research plans taking into account the strengths, weaknesses, and findings of previously conducted studies.
Experience applying quantitative or qualitative social science methods to conduct research and develop findings.
Experience managing or coordinating multiple research projects simultaneously.
Experience using large datasets to analyze the effects of potential policy changes on individual behaviors and outcomes.

In addition to the above qualifications, applicants must meet the following Selective Placement Factor (SPF):Skill in using SAS, STATA, SPSS, R, or Python to analyze data and develop data files and reports. To demonstrate the SPF, applicants must have 3 out of the following 4 experience indicators:
Experience using SAS, STATA, SPSS, R, or Python to manage and analyze program and project data.
Experience using SAS, STATA, SPSS, R, or Python to merge datasets, generate summary statistics, and run sophisticated analyses.
Experience using SAS, STATA, SPSS, R, or Python to identify data trends to inform the development and evaluation of social policy and legislative proposals.
Experience using SAS, STATA, SPSS, R, or Python to analyze program data and project results to develop recommendations for new policies or legislation.

Education

Providing Proof of Education or Substituting Education

If you are qualifying on the basis of education or satisfying an educational requirement, submit a copy of your transcripts that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. Unofficial transcripts or screenshots of electronic/web transcripts with the required information will be accepted at the time of application. If selected, you may be required to provide your official college transcripts prior to the effective date of the personnel action placing you into the new position.

Foreign Education: If your transcripts show education completed in foreign colleges or universities, you must also provide documentation that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in a conventional/accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
