Organizational Setting and Work Relationships
The Senior Results Planning Officer reports to a more senior staff member in a division, Bureau or field operation. The incumbent will support coherent and evidence-based multi-year planning, monitoring, and reporting at Bureau, country and/or headquarters level in close coordination with the relevant support divisions at headquarters. The incumbent will provide guidance and support to operations and Bureaux in the planning and monitoring process to ensure quality planning and alignment of the multi-year strategies and related reporting with UNHCRs strategic positioning and directions at global, regional and country level. The incumbent will ensure coherence and synergies with new and emerging trends and requirements resulting from internal and external change processes that may impact on planning, monitoring and reporting. The incumbent will also advise on appropriate coherence between UNHCR’s internal results planning processes and broader inter-agency humanitarian and development planning and reporting processes. The incumbent will advise and support key counterparts on planning, monitoring and reporting process on an on-demand¿ basis through timely response, guidance and deployments. Regular and frequent discussions between the incumbent, the other results planning officers and the supervisor are necessary to ensure that the latest policies, guidance and parameters are shared and used.

Duties

  • Develop policy direction and guidance for UNHCR¿s multi-year strategic planning and results-based management (RBM) at the country, regional and global levels.
  • Guide and support planning processes of operations and Bureaux to ensure quality planning and monitoring as well as alignment of strategies with UNHCR¿s strategic positioning and direction at global, regional and country level.
  • Enhance and guide UNHCR¿s results monitoring and reporting at country, regional and global levels to inform evidence-based strategic planning and monitoring.
  • Advise on UNHCR¿s planning, monitoring and reporting in operational and thematic areas of strategic priority, in line with the organization¿s strategic directions and focus areas.
  • Create coherence of planning, monitoring and reporting methods and approaches at country, regional and global level.
  • Advise on appropriate coherence between UNHCR’s internal results planning processes and broader inter-agency humanitarian and development planning and reporting processes.
  • Strengthen UNHCR¿s capacity on RBM by contributing to the development and uptake of learning materials as well as facilitated exchange of experience and lessons learning among relevant staff.
  • Provide planning and monitoring support to key counterparts, including operations, on an on-demand¿ basis through appropriate tools and methods, including deployments and remote assistance.
  • Keep consistent and constant awareness of system developments and changes that would affect planning or results and inform senior management of any inconsistencies that might affect the Operation or the Division’s planning or reporting processes.

    Education & Professional Work Experience
    Years of Experience / Degree Level
    For P4/NOD – 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

    Psychology; Economics; Social Sciences;
    or other relevant field.

    Essential
    Knowledge of and experience in strategic planning and analysis in development and/or humanitarian organizations.
    Proven knowledge of and experience in the results-based management approach.
    Experience in monitoring and reporting on results in development and/or humanitarian organizations.
    Demonstrated proficiency, experience and knowledge in the areas of programme and field operations.
    Ability and experience in coordinating complex processes and activities and working closely with multiple stakeholders.
    Experience in the UN common system.
    Desirable
    Knowledge of and experience working with inter-agency strategic planning and reporting processes.
    Proven ability to work in a dynamic work environment under constant change.
    Certification in RBM field either in private or humanitarian sectors.

    Language Requirements
