General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The SME Senior Officer is responsible for supporting the SME Managers and SME DPM with all activities related to the assistance of Small Medium-sized Enterprises (SME) with GOAL. This includes supporting the Syria-based SME team with the distribution of cash grants and provision of technical assistance to vendors in markets. The SME Senior Officer will be mainly responsible for producing business topics curricula which will be used by the Syria team for delivering technical assistance to vendors. The SME Senior Officer will then take the lead on training the Syria team on curricula usage and delivering business-related sessions to vendors. Lastly, the SME Senior Officer will also be in charge of all data analysis related to the SME activity.

Duties, objectives, and competencies

Key Responsibilities

ProjectImplementation

  • Support SME Managers and SME DPM in planning and overseeing the implementation of SME activities including vendors application selection, cash grants distribution, and provision of business topics technical assistance.
  • In coordination with the SME Manager Provide technical guidance to the SME Syria team as required and carry out spot-checks and data validation exercises to ensure data is of high quality and assess outcomes of the project.
  • In coordination with the SME Manager Produce curricula in Arabic about business related topics such as Marketing, Record-Keeping, and Business strategies to be used during the technical assistance sessions delivered by SME Syria staff.
  • Support with the production of SOPs for SME activities.
  • Produce presentation materials to be used during the technical assistance sessions.
  • Clean and analyse all data related to SME activities such as baseline surveys and applications scoring (on Excel or Power BI) and produce reports.
  • In coordination with the SME Manager Coordinates Market Assessments roll-out in markets in NWS.
  • In coordination with the SME Manager, prepare Input SME implementation updates in reports for donors, HQ, and clusters.
  • Liaise and ensure frequent communication with SME Syria team and follow-up of SME field activities to be reported to the SME Manager.
  • Participate in quarterly learning reviews and document lessons learned.
  • Ensure timely reporting to and information sharing with the line manager according to the internal procedures, including weekly updates in the survey tracker; daily activity and incident reports from the team (translated into English).
  • Support replying to complaints and feedback form community members in line with relevant GOAL procedures.
  • Participation in committees for assessing Business plans and calculating project scores using the authorized grading system, as well as submitting final files for accepted and rejected projects
  • Prepare the agreements to be signed between the vendors and the GOAL team in collaboration with the field team.
  • Ensure that all financial and legal requirements (such as background check) are met in all SME activities.
  • Other related tasks at the request of the line manager.

Staff Capacity Building

  • Provide training to SME Syria-based team on business topics such as Marketing, Record-Keeping, and Business strategies.
  • Ensure capacity building plans for all SME staff are being followed and implemented.
  • Under the supervision of the SME Managers and the SME DPM, provide SME staff with needed support, training, and direction.

Monitoring and compliance

  • Improve the quality of services provided through analysis and dissemination of M&E data and lessons learnt, and review of GOAL and other best practice guidelines.
  • Adhere to policies and guidelines as laid down GOAL manual and policies.
  • Adhere to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.

Requirements (essential)

  • Bachelor’s degree in (business administration, economics, information management).
  • Experience of working in Syria or knowledge of the Syrian context.
  • 2 years working experience in livelihoods & SMEs, or market-based programming, or business-related private sector, or entrepreneurship.
  • Previous experience writing business related curricula and delivering SMEs, business, or entrepreneurship training.
  • Experience of data collection, entry, and analysis and/or experience in report writing.
  • Detail oriented and strong clerical skills.
  • Excellent interpersonal skills and the ability to interact well with people of all backgrounds.
  • Excellent computer skills (Word, Excel, PowerPoint).
  • Fluent Arabic speaker with excellent Arabic written skills.
  • Excellent written and spoken English skills.
  • Ability and willingness to travel to the field in Syria to provide training, sometimes under difficult and insecure circumstances and stay overnight in programme areas.

Requirements (desired)

  • Experience working with small businesses or traders.
  • Experience with managing, owning, or starting a small/medium business.
  • Experience with 4Ws and reporting to clusters.
  • Ability to use PowerBI or other data management/visualization software.
