role PURPOSE

Plan International Jordan is seeking an experienced SOYEE specialist with demonstrated knowledge and experience in youth economic empowerment programming, Social Entrepreneurship, community led economic projects and livelihood projects for vulnerable young people, The SOYEE specialist is expected to provide technical support to his/her program team and relevant colleagues.

Dimensions of the Role

SOYEE specialist will be based in Amman with frequent travel to project locations inside Jordan; He/ She will, assure the quality of programming and ensure adequate implementation and coordination of the SOYEE Projects, facilitate technical guidance, training, coaching and mentoring to project’s staff and partners in youth economic empowerment, business development, life skills and social enterprise, as well as overall coordination and planning with all project’s stakeholders.

Accountabilities

• Provide strategic and practical guidance on youth economic empowerment programming

• Provide and facilitate technical guidance, training, coaching and mentoring to project’s staff and partners in youth economic empowerment, business development, life skills and social enterprise set up and management.

• Participate in identifying, contextualising and/or developing curriculum, training materials and technical guidance.

• Assess and advice on the policy landscape in the country, and its implication on enterprise development, cooperatives and youth and women economic empowerment in the region.

· maintain regular communication with the national and international stakeholders to integrate appropriate technical input and priorities to enhance the economic inclusion of beneficiaries on the labour market, supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).

• Maintain awareness of best practices in this field by attending appropriate trainings and conferences, networking with external peers, and reading current research.

• Assessments and Strategic Planning for Livelihood sector.

• training/capacity building as needed on youth economic empowerment related topics .

• Mapping and analysis of the gaps, needs and the area of potential intervention in coordination with the Private sectors, relevant stakeholders, including economic development agencies to adapt Plan’s programmes to become inclusive and align with national strategies.

• Strengthen, guide and monitor the livelihoods interventions and ensure compliance with Plan International strategies and regulations.

• Work closely together with technical tem and Plan national offices on strengthening the livelihood, social Enterprise and Youth programmes and proposals.

• Provides technical support to partner organizations in program implementation maintaining quality standard of SOYEE, maintain records on progress reports, and provide technical inputs where necessary.

Key relationships

· This position will report to Plan Jordan Head of Technical and Quality Unit.

· SOYEE Specialist is expected to work and coordinate with the other technical specialists in the unit including the (Education, SRHR/Gender, and CP and GBV)

· SOYEE Specialist will coordinate and work with different departments inside plan Jordan to make sure the project is implemented according to the plan and Donor’s regulations, procedures and quality.

· SOYEE Specialist will be responsible for government and stakeholder engagement and for representing the program to external stakeholders inside and outside Jordan including the representation of plan on relevant working groups .

Technical expertise, skills and knowledge

• Minimum 7 years of progressively responsible professional experience in Youth Economic Empowerment sector. Additional demonstrated knowledge and experience in Social Entrepreneurship is an asset.

• Demonstrated experience within relation with private sector , youth livelihood and business set up & development.

• University degree in the field of Business, Social Sciences or another related field.an MA degree is an asset

• Knowledge of business and income generating activities in the context of Jordan with clear understanding of related legal and policies frameworks.

• Strong knowledge on sub granting (micro granting) mechanism.

• Experience in youth economic empowerment, livelihoods development in humanitarian or refugee settings, community-based and social enterprise and community participation is an asset.

• Good facilitation skills and ability to deliver induction briefing/trainings.

• Ability to communicate and maintain appropriate and productive relations with a range of actors, including children, parents, local and national authorities.

• Flexible work attitude and ability to work independently within a small team.

• Excellent command in spoken and written Arabic and English.
