Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated qualified and motivated Site Management Support (SMS) Officer.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe.

Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

As Site Management Support (SMS) Officer, you will be responsible for implementing site management support for DRC across sites in Moldova, to enable a safe and dignified environment for the affected population. This includes coordinating technical assistance and capacity exchange projects to implementing partners as well as implementing small-scale site upgrades or supervising rehabilitation/infrastructure interventions. The role also entails building effective partnerships with a diversity of stakeholders, ranging from refugees to volunteers, humanitarian partners, local communities, and government authorities.

Program Implementation

  • Overseeing implementation of DRC’s site management support activities, working closely with roving team and partners at the site level.
  • Supporting roving team and site management partners: this includes identifying gaps and needs, raising safety and security concerns, identifying small-scale infrastructure/WASH interventions, identifying training needs, drafting SOPs and site management tools, and building or developing existing coordination mechanisms.
  • Maintaining and strengthening key relationships with site management teams in order to ensure smooth communication, activity implementation, data collection, and community outreach, as well as the implementation of minimum standards in accordance with humanitarian principles.
  • Assisting with all procurements and logistical arrangements related to the site, in collaboration with DRC procurement and logistics staff.
  • Supporting any community services, youth activities, protection support, and similar humanitarian programs that may be undertaken.
  • Supporting site-wide communication strategies to ensure information is being effectively disseminated to all site residents using a variety of mediums.
  • Actively supporting information gathering and participatory assessments undertaken across sites.
  • Monitoring, in close collaboration with the relevant head of programs, all activities implemented by DRC on site and ensure all activities respect international standards for each sector.
  • Providing feedback and reports to supervisor regarding work plans, contingency plans, and general program implementation.

Small-Scale Rehabilitations Supervision

  • Draft TORs, technical annexes, BoQs, and contract requirements for construction and Maintenance work to be performed by contracts according to DRC internal regulations (based on DRC Operations Handbook), International and national standards, and regulations.
  • Continuous monitoring and assessment of sites and centers to propose possible solutions to malfunctions, gaps, and deficiencies in the sites’ network or infrastructure in compliance with National construction norms and Humanitarian Standards (i.e SPHERE standard).
  • Monitor the budget of all projects of responsibility.
  • Oversee activities of contractors (quantity surveys, follow-up on time schedule) for any construction work or maintenance.
  • Monitor qualifications and quality of standards for contractors.

About You

To be successful in this role we expect you to have a minimum of 2 years of relevant, demonstrable work experience within an international humanitarian or development organization, and a proven ability to implement multi-disciplinary programs, coordinate logistics, and work with diverse groups. Moreover, we also expect the following:

  • A University level degree in a relevant subject or technical qualification in a relevant sector (civil engineer, architect, etc..) will be a distinct advantage.
  • Good understanding of site management (Camp Coordination and Camp Management), Shelter, WASH, NFI/Shelter management, Protection mainstreaming, Logistics, and Community Engagement.
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with governmental authorities and relevant stakeholders, international organizations, and non-government or government institutions/organizations.
  • Proficient in a Microsoft Office environment and office software packages.
  • Strong organizational, facilitation, communication, writing, and presentation skills.
  • Demonstrated ability to draft and prepare clear and concise formal correspondence and project reports.
  • Demonstrated ability to work well under pressure and keep deadlines with minimal supervision and in a culturally diverse team;
  • Strong work ethics and commitment to humanitarian principles.
  • Previous professional work experience in camp management, community mobilization, and distribution in a leadership position, camp management is highly desirable.
  • Relevant experience working with vulnerable groups.
  • Advanced communication skills in Romanian and good communication skills in English.

We Offer

Contract length: September 2022 – February 2023, with the possibility of extension depending on funding.

Band: Non-Management, H

Duty base: Chisinau (within travel across the country)
