Site Coordination Assistant, Temporary Accommodation Centres Ghent

Context

Ukrainian displaced persons arriving in Belgium can register themselves to receive temporary protection. Those who wish to do so may request accommodation. For Ukrainian displaced persons who need a place to stay, the Ghent municipality has identified IOM Belgium and Luxembourg as a partner to support the day-to-day operation of temporary accommodation centres. This would ensure effective functioning of safe places from which the affected population can further look for sustainable options, by integrating into the regular housing market and find income generating activities for the duration that temporary protection remains granted.

Under the overall supervision of the Chief of Mission, and direct supervision of the Site Coordinator, the successful candidate will be responsible for the overall management of the Temporary Accommodation Centres for Ukrainian refugees in Ghent, as well as for the coordination with stakeholders.

Core Functions / Responsibilities:

  1. Support the Coordinator in overseeing daily operations and services provided to the residents to ensure that these are carried out in line with relevant standards.
  2. Report weekly to the Coordinator on trends and challenges and present solutions that were implemented.
  3. Escalate any sensitive issues following the appropriate referral pathways and present a weekly analysis of complaints and feedback received from residents.
  4. Direct residents to services they might need.
  5. Manage stock and ensure items as provided in the centres are available and coordinate efficient mechanisms for delivery of support items, meals and access to services delivered on site.
  6. Encourage and support whichever modality of site governance system as preferred by the residents to take place.
  7. Keep abreast of policies, standards and best practices relating to the rights of persons under Temporary Protection in Belgium.
  8. Ensure at all times that the Accommodation Centres are safe protection-sensitive environments and that appropriate referral pathways are respected in case of any harm caused to residents.
  9. Perform such other duties as may be assigned

Required Qualifications and Experience Education

  • University degree in Development, Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with three years of relevant professional experience

OR

  • High School degree with five years of relevant professional experience.

Experience and skills

  • Experience in support programmes for displaced persons and/or migrants;
  • Experience in site management;
  • Experience in liaising with governmental and diplomatic authorities as well as with national institutions
  • Sound and proven understanding of international standards, best practices, issues related to displacement and integration;
  • Previous work experience or training on mental health and psychosocial support to migrants is an asset;
  • Familiarity with resource and stock management.

Languages

Fluency in English and Dutch (oral and written). Working knowledge of Ukrainian or Russian is an advantage.
