Title: Sibika Hubs Coordinator

Program Component: YouthLed Civic Education

  1. Project Background

The Youth Leadership for Democracy (YouthLed) is a five-year program being implemented by The Asia Foundation and funded by the United States Agency for International Development (USAID). YouthLed aims to increase and improve civic engagement through its three main components: leadership development, coalition-building, and civic education & engagement activities in contexts that are relevant to the youth, while supporting their meaningful participation in democratic governance.

Putting focus on the third component of YouthLed—Civic Education is the foundation for active citizen participation, understanding of civil rights, duties and responsibilities and enhanced political participation. It is generally understood as the formation of civic knowledge, skills, and disposition for effective democratic participation. A well-informed civic education program especially for the youth provides a strong foundation for leadership, citizenship, community participation leading towards nation building.

YouthLed’s strategy of providing opportunities for the youth to engage and learn via online and offline platforms, can prove strategic for civic education. Providing digital engagement learning opportunities in the form of developing students’ capacities to create and share media and perspectives is another way to actively engage the youth in issues they feel passionately about. It would also be worthwhile to help youth consume digital media thoughtfully by becoming better judges of the accuracy or credibility of online content.

It is through this lens of civic participation via social interventions, leadership and community programs that promote civic participation and understanding outside of the academic setting; and online and offline interventions and activities that encourage youth political participation that YouthLed will work in the development of the “Sibika Hubs.”

Sibika Hubs will serve as a centralized resource hub on civic education and engagement that is accessible to the community. These resources are digestible, contextualized, and inclusive for all sectors of the youth. It is geared towards positive youth development by enabling access to quality resources on civic education. It shall be part of a network that would foster concepts of citizenship and democracy leading to strengthened participation of the Youth towards democratic governance. It will also serve as a community hub where people can gather to conduct activities on civic participation. Specifically, Sibika Hub aims to:

  1. Serve as a center for Civic Education which includes programs and modules among the youth in their area;
  2. Centralize YouthLed Civic Education communication in the area;
  3. Serve as venue for Civic Education events and activities;
  4. Become a YouthLed partner for cascading Civic Education programs and events.
  5. Objectives

The procurement of a Sibika Hubs Coordinator aims to:

  • Assist YouthLed in the development and implementation of Sibika Hubs across the different regional clusters;
  • Contribute to better database management of partners, resource speakers, and other relevant contacts; and
  • Provide additional administrative and logistical support in organizing Sibika Hubs activities.
  1. Scope of Work

The role will largely support YouthLed team in the following key deliverables:

Program Coordination

  • Assist the YouthLed Program Officer for Civic Education in enhancing and updating the current concept note and work plan
  • Assist in finding potential showcase and member schools for 10 other Sibika Hubs using the predetermined selection criteria
  • Draft and send relevant correspondence to partners and stakeholders such as the Department of Education (DepEd), Local Government Units (LGUs), school administrators, teachers, youth leaders, students, etc.
  • Create the registration form, pre- and post-tests with the necessary data points in collaboration with the YouthLed Monitoring, Evaluation, and Learning (MEL) Officer
  • Work with the YouthLed Communications Team for the technical and publicity needs to promote Sibika Hubs

Database Management

  • Organize and maintain the database of the partners, resource persons, registrants, attendees, etc.

Administrative and Logistical Support

  • Work with the YouthLed Program and Administrative Officer in processing the necessary administrative and logistical requirements such as submission of procurement requests, creation of vendor pages and service contracts, requests for payment, solicitations of quotations, liquidations, etc.
  • Contribute to the project filing systems
  1. Experience & Expertise
  • At least a Bachelor’s Degree in Management, Education, Development Communication, Development Studies, Public Administration or related field
  • Has at least three to five (3-5) years of relevant experience in events management (especially online/hybrid setup), program development and implementation, and civic engagement
  • Excellent verbal and written communication skills in both Tagalog and English
  • Has strong time management skills and professional organization abilities
  • Has ability to work constructively with persons with diverse religious cultural, and social backgrounds
  • Proficient in Microsoft Office and Google Suite
  • Experience working with the government, especially with the Department of Education (DepEd) and Local Government Units (Units) is an advantage
  • Experience working in an international development organization is an advantage
  1. Duration

The consultancy is expected to run for five (5) months from August 8, 2022 until December 31, 2022, with a possibility of extension depending on the project scope of work and deliverables.
