Job Description:

Overall of the position:

The Emergency Communications leads in the development of an emergency communications strategy, ensuring World Vision DRC has increased technical capacity and ability to respond to and manage communications in emergencies. Emergency communications are delivering high-quality timely content that is used internally and externally, serving advocacy, marketing, and fundraising needs. Ensure appropriate support and strategic focus on Fragile Contexts and highly sensitive operating environments, in alignment with the global strategy Our Promise. The role will ensure systems and procedures are in place that guarantees the quality assurance of all communications during all emergencies across the country and provides communications technical support and mentoring to Field, TP, Grants staffs. The role will deploy in a surge capacity for relevant emergency responses as required and support the placement of permanent communications staff in large-scale emergency responses.

1. Develop a contextually appropriate emergency communications strategy and plans (Communications Disaster Preparedness Plan, External Engagement Plan, etc.) that is aligned with World Vision’s global Emergency Management System and Disaster Management 2020 standard. (20%)

2. Create high-quality emergency communications resources such as:

  • Videos for social media, donors, and broadcast documentary content
  • Photo stories and essays
  • Graphic design materials, such as factsheets, capacity statements, situation reports, publications, response reports and delivery of anniversary’ products
  • Media relations materials such as press releases, statements, and briefings
  • Articles and stories for social media and website deployment

  1. Manage ContentFlow, StoryHub, Response portal, Emergency management systems, CommsPro and DRC Emergency MS Teams to promote and position impactful content and news from all the DRC responses. (10%)
  2. Create humanitarian content that highlights the issues facing vulnerable children and communities and World Vision’s response to humanitarian crises. This content should be chiefly externally focused in order to position World Vision for funding and partnering, and as an advocate. (10%)

5. Provide strategic and operational communication leadership during all the grant lifecycle. (10%)

6. Ensure that WVDRC is a leading voice speaking out for children and affected people in DRC during humanitarian crises, through the production of compelling media, communications, and advocacy products, among other initiatives. (5%)

  1. Build a network at country level with external organizations, donors, UN agencies and other key stakeholders and work to raise the visibility of WVDRC in the humanitarian community and with the public. (5%)

8. Monitor and manage reputation risk, narrative and brand issues associated with emergencies and grants. (5%)

9. Drive and enable media engagement and manage VIP field visits during a humanitarian emergency. (5%)

Detailed Job Description:

Emergencies Communications strategy, leadership and coordination

  • Develop and implement Emergency communications strategy;
  • Lead and manage the Emergency communications and provide dotted line technical leachership to all gtants Communications Officers;
  • Participate in meetings to provide communications advice around public engagement, positioning, opportunities, risks or emerging issues.
  • Establish processes to deliver rapid sign-off of messaging and content in collaboration with response managers and NO SLT.
  • Collaborate with global, regional and NO advocacy colleagues to define key issues, messaging, and communications channels for public advocacy initiatives in fragile contexts.

Monitor and manage reputation, risk, narrative and brand

  • Ensure WV brand uniformly implemented across responses, working with WV partner organizations, program managers and NO as appropriate
  • Monitor the internal, humanitarian, media and security landscape and work with leadership, management and response functions to quickly respond to any reputation risk issues and comply with World Vision risk reporting protocols.

Content production to meet partnership and donor requirements

  • Provide raw, semi-edited and finished written, video and photographic content in line with opportunities, stakeholder needs and donors’ requests.
  • Write, edit, coordinate technical content to support and promote World Vision expertise / partnerships / innovation / learning / research / impact, including for annual, research, technical or advocacy reports, position, briefing or technical papers, case studies, lessons learned, expert insights or other engagement pieces
  • Ensure content complies with child protection and informed consent protocols and treats subjects with dignity.
  • Deliver content to agreed quality and file formats, with captions, translations, edits, as appropriate, via World Vision content systems.
  • Pitch image and content ideas to and via appropriate World Vision staff and systems
  • Identify and work with non-communications response staff and assessment teams to identify potential stories and provide content, when and where necessary
  • Ensure www.wvi.org response pages are up to date
  • Establish response communications systems and processes to generate grant-focused content in coordination with grant acquisition and management teams.

Media and VIP engagement

  • Liaise with SO, GC and other WV entity communications to pursue, prioritize, coordinate, pitch, react to and manage media interviews, opportunities and content, including development of press releases. Ensure all materials are shared via wvrelief, Skype chats, and other networks as appropriate.
  • Develop and update response narrative, key messages, Q&As and guidelines in order to proactively and effectively position the humanitarian crisis and World Vision’s response.
  • Identify, brief and train spokespeople to ensure professional on-message media engagement that promotes World Vision’s response operations, approach, expertise and humanitarian asks/positions

VIP & Media hosting (World Vision leaders, celebrities, ambassadors etc)

  • Liaise with sending office/s to facilitate, arrange and handle VIP itineraries to maximize exposure to humanitarian issues, response staff and programs. Coordinate with response and sending office to develop TORs, secure approvals (visa, travel, filming and equipment permits, logistics, accommodation, budget etc)
  • Coordinate with Security and Admin to brief VIPs on cultural and contextual issues, key messages and prepare VIPs to serve as spokespersons or ambassadors

Informing the Partnership

  • Develop and share Situation Reports
  • Manage response updates in Teams and wvrelief
  • Work with response leaders to issue urgent updates (Executive Alerts and Declarations) in response to developing situations

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualifications

  • At least 4 years prior experience
  • English & French language fluency (written and verbal).
  • Excellent writing and photography skills
  • Excellent interpersonal skills (specifically with working with people from a variety of cultures)
  • High level of confidence and confidentiality
  • Strong working knowledge of Microsoft office and Adobe Creative Suite (Lightroom, Premiere Pro, InDesign)

Preferred Qualifications:

  • BA in journalism or communications/public relations.
  • Ability to shoot and edit basic video
  • Experience updating a web CMS and creating content for social media
  • Understanding of political sensitivities and experience in advocacy roles
  • Experience working with media and drafting key messages
  • HEAT or SAINT security training

Working Environment / Conditions:

Work environment: Office-based with frequent travel to the field

Travel: 70% travel within country to various responses is expected (Beni, Bukavu, Kalemie, Gbadolite, Kananga).

Out of hours work: 10% (occasional last-minute requests or media interest may require out of hours work). Field and media visits may take place over weekends.
