Chemonics seeks a Short-Term Senior Export and Trade Advisor to support The Jordan Economic Reform Activity Task Order 1 (ERA TO1)’s objective to support trade ecosystems strengthening and enhance export competitiveness and promotion in Jordan, with an ultimate goal to advance Jordanian exports into untapped, high-growth markets, by providing technical assistance to key public and private sector actors on trade facilitation and improving Jordan’s participation in key export markets. The advisor will leverage their expertise in international trade, export strategies, and market development to enhance the effectiveness of export promotion initiatives and contribute to the overall objectives of the program. The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.

DETAILED RESPONSIBILITIES

  • Design and implement activities to support trade ecosystem strengthening, increase of Jordan export potential and its promotion
  • Assess a trade corridor context evaluating infrastructure standards, service quality and sophistication, and trade policies impacting logistics performance
  • Advocate for implementing trade corridor solutions, including policy reforms, operational improvements, and infrastructure investments through trade ecosystem players, including Jordan Export
  • Identify, develop, and support implementation of export diagnostic tools or other services through Jordan Export (JE) or other organizations
  • Work with government as well as with other non-governmental institutions to identify existing bottlenecks, needs in trade facilitation conditions in Jordan
  • Help to design and implement new initiatives to address these bottlenecks in trade facilitation
  • Promote the increased utilization of trade support mechanisms like the U.S. FTA
  • Ensure collaboration/coordination with other governmental institutions, donor organizations related trade and export
  • Work with Sub-Contractor partner organizations to effectively leverage necessary resources during activity implementation process
  • Manage Export promotion Component team members, provide guidance, delegate tasks adequately to insure the timely execution of products and high quality of the deliverables
  • Ensure collaboration and coordination, sharing of information, needs, and progress across all functions and components of ERA to implement as one team including but not limited to GESI, MEL, Communications, and all other team leads
  • Contribute to and/or lead as assigned pitch decks, brief reports, and analysis for stakeholders
  • Manage and lead periodic planning documents, progress, and impact reports for USAID and other partners
  • Contribute to monthly, quarterly, or annual report preparation, participate in Workplan design process
  • Coordinate with ERA consortium partners to leverage their expertise and established models for investment promotion, incorporating a gender-lens, diaspora engagement, and PPP’s
  • Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values
  • Other tasks as assigned by the Chief of Party of Deputy Chief of Party and/or senior management team members

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in business, economics, marketing international trade, or another relevant field; advanced degree preferred
  • Minimum of 8 years of experience in international trade, export business, and/or marketing
  • Demonstrated knowledge and familiarity with Jordan’s export and trade industry, in both the public and private sectors
  • Strong interpersonal skills and ability to work with culturally diverse staff
  • Strong Arabic and English communication skills (oral and written)

LOCATION OF ASSIGNMENT

The short-term Senior Export Trader Advisor will be based in the project’s office in Amman, Jordan.

LEVEL OF EFFORT (LOE)

The total Level of Effort (LOE) contemplated for this assignment is a period of up to 65 days in total.

REPORTING

The consultant will directly report to the Export Promotion (C 3.1) Team Lead
