CDRI Head Quarter (Secretariat)

The CDRI headquarter is established in New Delhi, India, to act as the Secretariat of CDRI. The Secretariat functions under the direction of the International Governing Council and implements the programmes of CDRI.

Objective of this position:

CDRI has launched a programme to support governments in developing policy, building local capacity, and acquiring the technical know-how to work towards resilient health infrastructure. CDRI also brings together partners like World Health Organization and developmental agencies from different countries to support the programme. The first initiative in this programme has been launched with the Govt. of Sikkim. The Short-term consultant (STC) will primarily support the Secretariat in implementing this programme.

Role and Responsibilities:

Under the supervision of the Director / Lead Specialist, the STC will support activities of the CDRI, including but not limited to:

  • All the programmes and activities of CDRI are structured under Strategic Objectives, which also define key performance areas and indicators. STC will contribute to aligning the programme activities with CDRI’s Strategic Objectives.
  • Project management and coordination for implementation of resilient health infrastructure programme .
  • Provide technical expertise on health care systems, public health policy, health infrastructure, hospital management, disaster management of hospitals and health infrastructure, and multi-hazard risk assessment.
  • Provide system-level consideration in different aspects of the programme.
  • Conduct a landscape analysis for health infrastructure resilience in different hazard contexts and support risk and resilience assessment.
  • Design Terms of Reference/contracts for different work packages in the programme.
  • Coordinate the technical and high-level committees the governments appoint and oversee the programme.
  • Conceptualize and organize various outreach, consultation, training, and advocacy activities to support the programme and ensure high quality.
  • Coordinate closely with the specialists from CDRI and its partner organizations to achieve programme objectives.
  • While this role is focused on health infrastructure, STC is expected to need-based support to other progarmmes of CDRI, and appropriate responsibilities, as assigned.
  • The position will require work from CDRI Secretariat (New Delhi) and may involve travel.

Competencies

Essential-

  • Demonstrated awareness in some domains such as health infrastructure systems, health care systems, public health policy, operations of hospitals, emergency response, health crisis management, construction of health facilities, hospital administration, and capacity building in health care.
  • Demonstrated skills in some competencies like literature review, development of research problems, research approaches, research methods, quantitative or qualitative methods, and interpretation of results.
  • Experience should include some areas like- conducting research, organizing training programmes, field studies, risk and vulnerability assessment, and developmental programmes with the government or community in relevant areas.
  • Basic understanding of technical skills in fields relevant to CDRI.
  • Strong networking and project management skills.
  • Excellent verbal and written communication skills.
  • Suitable computer proficiency, especially related to professional office software packages (Microsoft Office, Presentation, documentation, etc.).

Desirable-

  • Familiarity with international frameworks like the Sustainable Development Goals (SDGs) and the Sendai Framework on Disaster Risk Reduction and Universal Health Coverage.
  • Experience working on strengthening of health infrastructure system.
  • Experience in writing reports for national/state/community level development projects.
  • Experience as a trainer in infrastructure risk and resilience or emergency health response.
  • Experience in developing risk and resilience frameworks, guidelines, SOPs, handbooks,
  • Published research papers in national/international peer-reviewed publications and national and international conferences.
  • Experience in sectors related to disaster risk reduction and climate change.
  • Experience developing concept notes and research proposals and researching disaster and climate resilience.
  • Experience working with government agencies.
  • Experience working with an international organization like WHO, health programmes, and COVID response.
  • Experience in undertaking vulnerability assessment of infrastructure systems, rapid and detailed post-disaster analysis, developing retrofitting solutions, etc.
  • Previous experience working in high-mountain regions.

Qualifications:

Education Criteria

Graduation or post-graduation in disciplines of public health, health administration, infrastructure design, system design, epidemiology, engineering, environmental sciences, management, or research fields relevant to CDRI.

Experience Criteria-

Minimum 1 year of overall experience (in case of post-graduate qualification and 3 years of experience in case of graduate qualification) at the national or international level. Candidates with higher educational qualifications (i.e., Ph.D.), especially those related to research, infrastructure, disaster risk reduction, and resilience, may be considered in lieu of experience.

Fluency in English.
