Description of the assignment: This assignment will have two parts, a short-term and subsequently, a long-term agreement for consultancy services for the provision of recruitment and talent search services as well as HR services.

Period of services:

I. Short term: Between 28th February and April 30th

II. Long term: Open ended on a need basis

2) Background

Faith to Action Network wishes to recruit a HR consultant/s for a duration not exceeding 45 days. The consultancy aims to provide Faith to Action Network with an organisational HR policy review and recommendations services including recommendations on staff retention, talent acquisition processes (recruitment and talent search services) and undertake a staff salary grid review. The consultancy will also support the organisation in the recruitment of five upcoming vacancies. Which will include identifying, selecting and recruiting staff for 5 open vacancies.

The Short-Term Agreement is a non-exclusive arrangement and Faith to Action Network has the right to procure the same or similar services from other consultants at its sole discretion and as the situation may warrant. The long term agreement will be continuous and reviewed on a regular basis.

3) Scope of work

The services of a HR consultant are required to provide timely and high-quality ongoing HR Management Support. As a start, the consultant will undertake the following tasks and activities for Faith to Action Network:

Immediate

o Assess F2A’s HR policies and processes including the identification of organisational capacity needs and gaps and recommend remedies to address gaps

o Collect staff feedback through a survey and interviews (gauge satisfaction, areas of concerns and recommend remedies to improve)

o Review staff benefits package (including review of health insurance, pension fund and recommend remedies to improve)

o Help develop a staff development strategy

o Develop a salary grid

o Review HR policy and manual

o Review HR establishment – identify any staffing gaps, skills and qualifications needed and recommend actions etc

Continuous

· Provide HR management support

· Support recruitment processes

· Provide executive coaching and advice to senior management

· Advise on recruitment process – talent acquisition and staff retention

4) Taxes

Faith to Action Network will deduct applicable % withholding tax from the professional fees for remittance to the Kenya Revenue Authority as per the applicable tax. The Consultant is required to avail their PIN or the applicable tax identification number to Faith to Action Network for this purpose. The Consultant accepts responsibility for all other taxes or fines that may be incurred as a result of their performance of obligations hereafter.

5) Duration of agreement

Immediate work: Working days between 28th February and April 30th. It is expected that the working days will not exceed 45 days.

Long-term work: open-ended, on a need basis

6) Duty station

The consultancy is home-based. Face to face interviews shall be held on a need based either at Faith to Action Network offices in Nairobi, Kenya, in Stuttgart, Germany or online.

7) Institutional arrangements

The consultant will work under direct supervision of the Chief Executive Officer. Faith to Action Network will be responsible for providing the consultant with all necessary information related to the service in a timely and transparent manner.

Moreover, the consultant is expected to consider that it will perform the needed work using his/her own property and technology, and hold direct responsibility for the quality of delivered outputs.

8) Confidentiality and Authorship

The title rights, copyrights and all other rights of whatsoever nature for any data and information under this consultancy are the sole and exclusive property of Faith to Action Network. The consultant will submit all materials to Faith to Action Network at the end of the consultancy period. Therefore, all materials will not be disseminated in part or completely without express authority from Faith to Action Network. The consultant shall not produce information in these materials in any form (electronic, hard copies, etc.) to a third party without a written permission from Faith to Action Network.

9) Payments

Payments for the services will be made as follows;

· 100% upon submission and approval of the invoices and all related deliverables.

When completing deliverables, the consultant must submit an invoice identifying the days billed together with the deliverables duly approved by the Chief Executive Officer – Faith to Action Network, which shall serve as the basis for the payment of fees.

The fees must be all-inclusive.

10) Requirements for experience and qualifications

Qualifications

o Registered companies/firms/consultants (proof of registration is needed – copy of certificate of registration/incorporation)

o Registered firms/professionals must me members and in good standing at a professional human resource management body or other body in their home country

o Know-how of labour markets in Kenya, Germany, Zimbabwe is a requirement and other countries is desirable.

o Know-how of taxation, labour systems in Kenya, Germany, Zimbabwe is a requirement and other countries is desirable.

o Understanding of needs of NGOs operating globally

o Experience in decolonization of aid practices

o Experience in diversity management

o Experience in gender equality practices including gender mainstreaming and gender affirmative actions.

Key skills and competencies

o Minimum 5 years of relevant experience in recruitment or talent search roles.

o Experience in conducting HR surveys, preparation of salary grids, preparation of staff development plans etc

o Hands-on experience with candidate sourcing and evaluation.

o Experience interviewing candidates and preparing skills assessment roles.

o Excellent communication and interpersonal abilities

o Excellent report writing skills

o Exceptional judgment in maintaining confidentiality of employer and candidate information

o Proven track record in the recruitment for local and International NGOs,
