Short-term Consultancy: Proposal Writer / Project Elaboration Support

Caritas Switzerland (CACH) has been working in Eastern Equatoria State in South Sudan since the early 1970`s. Since October 2019, CACH is engaging in a project “Restoration of Livelihoods for rural and semi-urban Communities in Eastern Equatoria State” with the overall aim to strengthen the resilience of the vulnerable population in 15 selected bomas in Ikwoto County. The project has an implementation period of 42 months (until March 31st, 2023) and is co-financed by the Swiss Agency for Development and Cooperation (SDC). CACH plans a new 3-year follow-up project with an expected project start on April 01st, 2023. In his regard, CACH would like to develop and submit a new Project Proposal to SDC until the end of September 2022. The project to be planned should build on successfully implemented activities of the previous project and in-corporate new innovative approaches. For the elaboration of the new project proposal, we are looking for an expert with strong experience in climate-smart agriculture, natural resource management, rural development and / or value chain development.

Your duties:

• Visit to South Sudan to collect information, assess the needs as well as to coordinate with the implementing Partner Oraganisations and relevant stakeholders in the proposed project locations. Intended travel itinerary to South Sudan: July 11th – 22nd, 2022 (ca. 8 – 12 days of field work, including travel days)
• Lead the project conceptualization including Intervention Design and Intervention Logic
• Compilation of technical and operational feedback provided by CACH`s technical staff and local partner; coordination with technical experts and staff of CACH to include CACH-specific methods (e.g. climate proofing approach) into the proposal
• Preparation and facilitation of participative and consultative preparation workshops / meetings (in person as well as online) with CACH technical staff, local partner and possibly other project stakeholder as needed
• Responsibility of the writing of a well-articulated, coherent and technically sound full project proposal in compliance with agreed upon guidelines and the specifications of the Project Proposal template

Our requirements:

• Advanced University degree in a relevant field (Climate-Smart Agriculture, Natural Resource Management, Rural Development, Value Chain Development, Geography or related field)
• At least 5 years professional working experience in the field and/or in the area of interna-tional cooperation / development
• Proven experience in Rural Development / Value Chain Development (and application of M4P approach), preferably in South Sudan or Eastern Africa
• Proven experience in proposal writing
• Excellent writing skills
• Proven experience of cooperating with people from different cultures; Sensitivity for political, social, intercultural and security issues
• Analytical thinking and openness for innovative solutions
• Fluency in English
• Experiences / knowledge of working in fragile contexts and flexibility to cope with operational challenges

Starting date: Beginning of July 2022

End of consultancy approx September 2022

The consultancy will take place in South Sudan, namely in Budi County (tbc) and Ikwoto County in Eastern Equatoria State. The travel to South Sudan is foreseen for July 11th – 22nd, 2022 (ca. 8 – 12 days of field work, including travel days). Travel to the area will be organised by the CACH office in Torit (South Sudan)
