External Midterm Evaluation of Caritas Switzerland’s IC Strategy 2021-2025

Caritas Switzerland is a leading organisation in the field of development cooperation and humanitarian aid. Our ultimate goal is to fight poverty. The programmes of international cooperation focus on the topics of income, climate and migration. We operate in around 20 countries. Caritas Switzerland (CaCH) wants to further expand its commitment to disadvantaged people in the coming years.

With the IC Strategy, Caritas Switzerland sets out the conceptual framework and the goals of its international work, describes in what way the strategy shall be implemented and how the intended impact shall be achieved. The document serves as a strategic guideline for the coming years, defining the scope within which the operational teams will develop the programmes and projects at country level. Additionally, the IC Strategy defines in what way Caritas Switzerland intends to work on a political level and in public awareness-raising.

The external mid-term evaluation of the Caritas Switzerland’s International Cooperation (IC) five-year strategy 2021 – 2025 will provide recommendations and answers to key issues and strategic questions that will enable the Caritas Switzerland IC management team to orient and take decisions regarding the next 2030 Strategy phase.

Requirements

• Expertise in IC (topics, trends, etc.)
• Expertise in organisational development
• Expertise in IC cooperation with the private sector.
• Very high analytical and conceptual expertise.
• Language skills: English and French
• Methodological knowledge: Proven experience in conducting evaluations.

Schedule

January 2023: Submission of a short concept and financial offer until the 8th of January Submission of detailed technical and financial offer for selected candidates until the 23rd of January

February / March 2023: External Evaluation

Until end of March 2023: Submission of draft report

Until Mid-May2023: Feedback from Caritas Switzerland

End of June 2023: First revision of the report

Until end of September: Submission of final report (including results of internal Country Midterm Reviews)
