Analysis & Reporting for Joint VCP Canadian Opinion Survey

Project: Volunteer Cooperation Program – Joint VCP Canadian Opinion Survey

Summary: The Consultant will support the analysis, interpretation and report writing for data collected through a Canadian Opinion Survey on Canadians’ interest in international volunteering.

1. Introduction and Background

Canada’s Volunteer Cooperation Program (VCP) provides opportunities for skilled Canadians to participate in Canada’s international development assistance efforts. The 2020-2027 Volunteer Cooperation Program supports 13 Canadian organizations in sending a broad range of Canadians interested in volunteering their time and expertise to help communities in low and medium income countries. Over the 7 years, the 13 Volunteer Cooperation Agency will deploy more than 10,000 Canadian Volunteers to over 50 countries for volunteer opportunities.

The six VCAs collaborating for this initiative are seeking qualified Consultant(s) to support the coordination, analysis and reporting aspects of a Canadian Opinion Survey, which will gauge Canadian interest in volunteering internationally. The opinion survey has been contracted to a Canadian research company, who will provide copies of the survey results and an analysis summary factum to the VCAs and the Consultant(s). The Consultant(s) will be responsible for additional analysis, interpretation and the development of a summary report.

2. Purpose and Objectives of the Consultancy

Across many of the VCP partners, implementers have noticed that volunteer application numbers have declined since 2020. The purpose of this research is to better understand if and why Canadians are less interested in volunteering internationally.

Aligned with this purpose, six VCAs have engaged a Canadian research company to implement a survey designed to answer three broad research questions:

  • Are Canadians less likely to volunteer now than compared to before the pandemic? If yes, why?
  • Have the barriers to international volunteering changed since before the pandemic?
  • Have the motivations for volunteering changed since before the pandemic?

The Consultant(s)s will support the VCAs to finalize the survey questions, lead the analysis and interpretation of the results and compile a report and presentation on the results of the survey.

3. Key Activities and Deliverables

Overall the Consultant(s) will be responsible for the following key activities and deliverables:

  1. Participate in a brief inception meeting to clarify expectations of the assignment and provide contextual information necessary to conduct activities and produce deliverables
  2. Review all relevant documents, studies and other data sources relevant to the VCP
  3. Lead the analysis and interpretation of the survey results
  4. Lead the development of a results summary report, including annexes containing the disaggregated results tables.
  5. Lead the development of a presentation of the survey results to VCP Partners.

4. Time Frame and Level of Effort

The period of the contract is expected to be from June 25 – July 10, 2023 (approximately) with an expected contribution of approximately 10 hours for the Consultant(s) during this period, as per the suggested time frame below.

5. Qualifications of Consultant(s)

  • Minimum of 10 years of experience in administering studies, collecting data and producing research reports, preferably for international non-profit organizations, particularly volunteer sending organizations
  • Demonstrated experience in quantitative and qualitative data analysis
  • Knowledge and experience with international voluntarism
  • Fluency in English and French is mandatory
  • Ability to produce high quality work under tight timeframes
