NRC is looking for Shelter Specialist, Myanmar. This is an exciting opportunity to work with one of the leading humanitarian organisations, with a large presence and response, in the country. NRC Myanmar has a diverse portfolio across sectors, partners, and donors, and it is currently the lead agency for two consortia. The organisation has delivered humanitarian assistance and protection to vulnerable affected populations in Myanmar since 2009, following Cyclone Nargis, and provides services and assistance across three “Areas Offices” (Northwest Myanmar, Northeast Myanmar, and Southeast Myanmar).

The Shelter Specialist will be the strategic and technical lead at country level, responsible for taking a lead role in the strategic leadership, technical quality, advocacy and coordination, and fundraising for the Shelter thematic area. He/she will get the opportunity to work across different modalities and approaches, responsible for overseeing small-scale Water, Sanitation, and Hygiene activities that support NRC/partner programmes. The position holder will also be responsible for providing technical support and guidance to the Shelter Field Teams.

Key Responsibilities

Strategic Leadership:

  • Revising the thematic area’s strategy as part of the broader country strategy development process (including contributing to Integrated Programming through active collaboration and coordination with other thematic areas, and engagement in cross-cutting initiatives).
  • Developing the Shelter strategy, technical guidance, and Macro LFAs that are aligned with regional and global strategies and priorities.**Safe and Inclusive Programming:**

  • Strengthening of the Shelter and Water, Sanitation, and Hygiene safe programming standards.

  • Supporting in cross-cutting initiatives to ensure Do-No-Harm and improve inclusion, accountability, community engagement, etc. in the wider NRC Myanmar programme.

  • Following up on compliance with contractual commitments within the thematic area, ensuring high technical quality and synergies in project implementation.

  • Providing technical direction and project implementation support.**Emergency Preparedness and Response Planning:**

  • Facilitating the development of area office-level emergency response and preparedness planning to support timely multi-sector response to rapid onset needs.

Partnerships:

  • Strengthening and expanding NRC’s partnerships with other agencies (including supporting Field Teams to strengthen partnership approaches with local NGOs, and developing strategic informal partnerships with relevant stakeholders to foster collaboration and coordination).
  • Contributing to fundraising, as well as the development and revision of funding proposals, budgets, and donor reports.
  • Identifying trends, technical standards, and donor priorities.

Advocacy and Coordination:

  • Contributing to NRC’s advocacy objectives through meaningful engagement in briefings, development of advocacy products, and coordination.
  • Representing NRC and the Shelter programme in the relevant coordination fora, and with external stakeholders, including with national authorities and donors.

Learning:

Leading the harmonising and strengthening Shelter and Water, Sanitation, and Hygiene monitoring and evaluation tools and systems, in collaboration with the Monitoring and Evaluation Team.
Supporting programme learning throughout the project-cycle.
Ensuring that key learnings are extracted from the Shelter programme implementation, and incorporating them in Shelter and staff development processes.

Providing systematic training and building capacity of technical staff, in approaches including cash-based interventions and market based programme.

Required Competencies, Skills and Experience

The ideal candidate will be a strategic and innovative thinker with good people and collaboration skills, building sound relationships, and inspiring and influencing others.

A minimum of four years of experience within the required technical expertise area in a humanitarian/recovery context.

Experience of working directly with humanitarian donors is preferred.

Core competency expertise.

Documented results related to the position’s responsibilities.

Knowledge and skills in market analysis, cash-based interventions and market based programmes.

Ability to use LFA as a tool for project/ programme design and follow-up.

Knowledge about own leadership skills/profile.

Experience with capacity building is a strong asset.

Knowledge of the context in Myanmar and/or South Asia and Southeast Asia is preferred.

Experience with scale-up and significant contextual change is preferred.

Experience from working in complex and volatile contexts. Experience of working in a hardship duty-station is preferred.

Fluency in English, both written and verbal.

A valid driver’s license.

What We Offer

Duty Station: Yangon, Myanmar

Contract Duration: 24 months

Travel: approximately 30%

Salary/benefits: Grade 9 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package
