Role and Responsibilities

The Shelter Specialist oversees all programmatic and technical aspects of NRC Shelter and NFI programming in Libya. In close collaboration with the Head of Programme and Country Director and the NRC programme team, this role will work to further enhance the quality of current projects and explore opportunities to expand in new areas across Libya. She/he will lead on the development of shelter programming, with a focus on assessment, quality outputs/outcomes, promoting continuous learning and staff development. This role will also support inter-agency coordination regarding shelter and NFI activities in Libya.

Generic responsibilities:

  • Develop the Shelter strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
  • Compliance and adherence to core competency tools and handbooks and other NRC policies, guidance and procedures.
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
  • Identify trends technical standards and donor priorities.
  • Follow up on compliance with contractual commitments within the Shelter programme, ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support.
  • Ensure that key learnings are extracted from CC implementation, and incorporated in staff development processes.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of all communities affected by conflict and displacement in line with NRC advocacy strategy.

Specific responsibilities:

  • Roll out NRC Shelter programme strategy in Libya, in line with NRC programme policy and global strategic priorities.
  • Identify needs for conflict and displacement affected populations and propose appropriate response in terms of shelter assistance (household and community rehabilitation for urban and camp-based communities) and NFI distribution.
  • Promote integrated programming (with other CCs) through systematic planning/cooperation.
  • Develop tools and community level assessment of the shelter needs in key pockets of displacements/return across Libya to inform the expansion of shelter activities.
  • Develop Monitoring and Evaluation systems together with the M&E team.
  • Provide technical support on the recruitment of senior shelter staff, as needed.
  • Dedicate significant time/effort through training/coaching/mentoring to develop the capacity of shelter project staff.
  • Serve as the Co-lead for the Shelter/NFI Sector Working Group.
  • Carry out any other tasks relevant to the role and the programme as assigned by the Head of Programme or the country management group.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

Strategy and project planning: CC Specialists, Grants Manager, M&E team, Head of Programme (HoP)

Area operations: Area Manager

Scale and scope of position

Stakeholders:

Municipality, local authorities, civil society, UN agencies, INGOs, and local NGOs.

Legal or compliance:

Sphere and other international standards; Construction contracts, rental agreements

Competencies:

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

  • At least 4-years’ experience working in a senior level project implementation or technical advisory position for an international humanitarian organization in a humanitarian/recovery context;
  • Extensive technical knowledge of shelter standards and principles with demonstrated capacity to develop effective responses/modalities to identified shelter needs and in accordance with the relevant frameworks
  • Previous experience working in urban programming displacement in complex and volatile settings with a solid background in protection and Housing Land and Property rights
  • Solid experience with project cycle management (PCM) and in project development; including ability to lead on assessments, design; with good skills in proposal writing/reporting
  • Knowledge about own leadership skills/profile and strong capacity to lead and influence**
  • Fluency in English, both written and verbal

Context/Specific skills, knowledge, and experience:

  • Arabic language skills will be an advantage
  • Previous working experience and knowledge of the context in Libya will be an asset
  • Solid understanding and experience of crisis contexts and working in complex emergencies, as well as in the recovery/transition phase
  • Previous experience developing and managing WASH projects will be an advantage
