Shelter Sector Information Management Coordinator

Job Purpose

The Information Management (IM) Coordinator will lead the IM function of the shelter sector and will work closely with other actors in the response, including the Turkish Red Crescent, OCHA, international and local agencies active in the sector, as well as with national and local authorities. The objective of this role is to provide management, assessment, monitoring, evaluation, reporting and creation services of information products, interacting with data collection and processing platforms (specifically the OCHA – 345W platform), maintenance and operation of these for an agile and timely flow of information, in a way that facilitates the coordinated operation of the sector members.

Job Duties and Responsibilities

  1. Work with the sector lead agency, IFRC, the government, OCHA, other sectors, and partners to develop an information management strategy for the effective integration and exchange of data and information, supporting planning, monitoring and reporting of the shelter response;
  2. Support the government and sector members to provide timely and consistent data and information on remaining shelter needs and assistance provided for operational analysis and decision making;
  3. Support OCHA in the management and analysis of intersectoral information at the strategic level, working in coordination with OCHA’s Information Management Units and relevant working groups in the development of a common information management architecture for the collection, dissemination and analysis of data, including archiving and application of common tools, standards and indicators;
  4. Ensure the development, dissemination and adaptation, as necessary, of information management tools that meet coordination needs;
  5. Ensure links with all stakeholders of the sector, in particular national actors, to improve the mapping of sectoral risks and the identification of gaps;
  6. Provide and update sector-specific maps and charts on a regular basis to aid advance planning and impact analysis;
  7. Support the implementation of the Shelter Sector coordinated needs assessment, in partnership with government authorities and stakeholders;
  8. Develop simple and user-friendly emergency assistance report formats in consultation with local authorities, shelter providers and other key stakeholders. These reporting formats should allow disaggregation of data by sex and age, as well as reporting on the most vulnerable groups;
  9. Develop and periodically update the virtual platform (dashboard) of the cluster and other information management products such as the Factsheet.
  10. Promote and train on the use of reporting tools and other information management tools among sector members and other stakeholders.
  11. Apply appropriate information technology in the maintenance of sector members lists and the information archive through the cluster website (https://www.sheltercluster.org/) and other websites, as applicable, taking into consideration connectivity limitations;
  12. Implement a filter system to support beneficiary identification by all sector members, which allows selecting different elements to classify special cases, communities, etc. ensuring that assistance and care prioritize the people in need and the most vulnerable populations;
  13. Adjust the instruments and means for data collection in the virtual platform and provide technical assistance for the correct use of these instruments;
  14. Monitoring the collection and analysis of information in real time;
  15. Promote the use of interoperable technologies among sector members;
  16. Being able to provide information results in both Turkish and English;
  17. Promote and support information management training for humanitarian personnel and capacity building for humanitarian partners;
  18. Deliver periodic reports as requested by the sector coordination team, OCHA and, if applicable, upon specific requests by sector partners;
  19. Support efforts to strengthen the capacity of national authorities, the Turkish Red Crescent, and civil society in information management;
  20. Support the execution of a sector

Additional functions and responsibilities

  1. Advise the sector lead agency on the approach and resources necessary to provide humanitarian agencies with the information management services required;
  2. Training of other staff members as needed in information management support, in the framework of contingency planning and preparedness, following the IFRC’s commitment to take the lead of the shelter sector in Turkey;
  3. Contribute to the development of a sector exit strategy and the provision of an adequate handover to the relevant agencies and authorities;
  4. Prepare a short report at the end of the assignment on the lessons learned and recommendations for future operations;
  5. Perform any other function related to the position, including the provision of administrative support tasks and taking of meeting minutes when applicable.

Education

Required:

  • Graduate degree in social science, economics, statistics, data science, computer science, technology engineering, humanitarian studies or other relevant areas
  • Post-graduate qualification in a related subject

Experience

Required:

  • Minimum 3 years of experience in software development and support, information management, design and application of social science research methods, covering qualitative and quantitative methods, statistical analysis or other related fields
  • Work experience in complex environments and ability to perform under pressure

Knowledge, Skills and Languages

Required:

  • Knowledge of Windows 10 / Windows Server operating systems
  • Experience in the development of databases and data collection tools.
  • Advanced use of MySQL, Power BI or similar
  • Advanced use of virtual data collection platforms, Kobo Toolbox or similar
  • Data visualization skills
  • Excellent verbal and written communication skills and high level of organization and attention to detail
  • Fluently spoken and written English
  • Fluently spoken and written Turkish
