The American Red Cross is seeking a Shelter Resident Transition Program Lead. This position is remote and can be done from anywhere within the United States (Eastern time zone preferred).

Provide management and oversight of the Shelter Resident Transition (SRT) Program ensuring that program improvement, implementation and defined activities are carried out in accordance with specified SRT objectives and the Mission Adaptation program. Provide planning, design and implementation support to assigned SRT program area. Coordinate with Client Care, Sheltering, and Community Engagement Partnerships to integrate components of SRT within those programs for both readiness and operational activities. Analyze SRT readiness and operational activities and identify areas for improvement. Support capacity and capability building activities for regional readiness, disaster response and recovery activities. May work with internal and external agencies to develop program strategies and proposal initiatives. Provide support, development and/or leadership guidance across the organization and among volunteers.

Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.

Responsibilities

  • Direct and coordinate activities concerned with implementation and carrying out SRT objectives within Operations and Programs. Responsible for the planning, execution, and evaluation of the SRT program.
  • Ensure integration of SRT principles and processes within Community Engagement Partnerships, Client Care, Mission Adaptation, and the Sheltering Programs.
  • Collect and analyze SRT and Client Care data, monitor performance, identify areas of need and/or improvement, and develop recommendations for program application improvement. Develop reports on project status and issues for management review.
  • Administer processes within assigned SRT program area and engage stakeholder programs and branches in the development, implementation, and evaluation of those processes. Analyze operating practices and recommend revisions to improve established procedures with SRT stakeholders.
  • Defines technology requirements, approves technical solutions, and performs user acceptance testing to support SRT program. Proves staffing and planning for user training and ongoing support.
  • Support SRT field workforce with programmatic guidance and identifying potential SRT leadership for DRO operations.
  • Collaborate and coordinate with internal departments and external government and/or non-government agencies such as FEMA, HUD and National VOAD in the development and evaluation of program strategies and proposal initiatives as required.
  • Develop and execute programs with the principles of diversity, equity, and inclusion.
  • Work with Divisions and Regions to build SRT capacity including engaging, managing and supporting the SRT management workforce. Engage and manage a volunteer workforce.
  • Perform other duties as assigned.

Scope: Individual contributor with comprehensive knowledge in casework, disaster preparedness, response and recovery. Ability to execute highly complex or specialized projects; adapt precedent and may make significant departures from traditional approaches to develop solutions.

Qualifications

Education: Bachelor’s degree required preferably in Social Work or Business and Community Services.

Experience: Minimum 7 years of related experience or equivalent combination of education and related experience required preferably within a disaster relief, non-profit or a community service organization.

Skills & Abilities: Demonstrated in-depth knowledge of preparedness, response and recovery for readiness and operational activities with an understanding how to support vulnerable populations in each phase. Ability to execute highly complex or specialized projects; adapt precedent and may make significant departures from traditional approaches to develop solutions. Demonstrated ability in creating presentations and developing training modules. Excellent interpersonal, verbal and written communication skills including training and presentations. Proven track record in the development of project plans and strategies to achieve organizational goals. Demonstrate analytical and decision-making skills to develop creative processes for continuous program or service improvements. Intermediate level proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook. Ability to work on a team within a matrixed environment.

Travel: Travel may be required.

While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.

Other: All full-time employees in the disaster cycle must be willing and able to be deployed, as needed. This position is also responsible for ensuring that all American Red Cross finance policies and procedures are followed as related to the scope of work activity. Upon employment, must be able to learn and become proficient in: ARC programs and procedures, Volunteer Management, Financial Management, Cultural Competency, Emergency Management Practices, and Community & Government Partnerships.
