What you will do:

  1. Implement the Shelter Programme in the following interventions according to Shelter guidelines and procedures:
    1. Winterization distributions and items for basic repairs to a small number of properties
    2. NFIs distributions directly and through partner organizations.
  2. Work with the Information, Counselling, and Legal Assistance (ICLA) team on joint-programming
  3. Represent NRC in relevant forums/sectors, including in meetings with donors at national level related to shelter & emergency response, and ensure transparent coordination with the humanitarian architecture, the relevant working groups and NRC consortium partners.
  4. Ensure most vulnerable refugees are targeted by the Programme, considering people with special needs, gender, and protection issues
  5. Monitor programme outcomes and outputs for each grant, as indicated in the Monitoring and Evaluation (M&E) matrix
  6. Ensure consistency in data management from field reports to database and reporting
  7. Monitor and address referrals of refugee complaints to provide timely feedback, according to the corresponding complaints feedback response mechanism and procedures
  8. Facilitate donor visits at the area level when required
  9. Provide feedback and updates on Shelter procedures and guidelines to concerned management whenever required
  10. Monitor developments in the area, in coordination with access, security and program staff
  11. Conduct multi sectoral needs assessment to inform program design and delivery
  12. Assess needs, develop timely emergency response plans and implement response plans
  13. Coordinate with other actors, including UNHCR, MoSA, municipal authorities and NRC consortium partners regularly
  14. Provide regular updates, feedback, photos and stories on field implementation, particularly those which share relevant and timely information or which demonstrate impact of activities
  15. Receive the referral information related to protection cases on a monthly basis from the related focal points and take proper actions to ensure that the referral system is functioning to the best interest of beneficiaries as per NRC referral’s procedures.
  16. Ensure high technical quality and transparent processes including transparent and cost-efficient procurement of goods.
  17. Represent Shelter in internal and external forums in the area as required.
  18. Ensure that project processes and related information are properly documented.
  19. Promote the rights of refugees and explore and asses new and better ways to assist.

What you will bring:

  • Minimum 3 years of experience from working as a Project Manager in a humanitarian/recovery context
  • Experience of selecting and managing private contractors
  • Experience of coordination and advocacy: Advocacy for refugees’ needs and assistance at field level and with coordination with the CO.
  • Experience from working in complex and volatile contexts
  • Fluency in English, both written and spoken
  • Knowledge of urban context
  • Strong data management and Monitoring and Evaluation skills
  • Strong capacity building skills
  • Knowledge of Romanian, Ukrainian or Russian, both written and verbal is a plus

What We Offer

  • Duty station: Chisinnau – Moldova
  • Contract duration: 12 months fixed term
  • Travel : up to 20% travel to Romania, remaining travel within Moldova
  • Salary/benefits: According to NRC Grade 8 salary scale, terms and conditions.
