This is an exciting opportunity to join our Team in NRC Ukraine.
We are seeking a Shelter Project Manager to lead the Shelter team in NRC Ukraine’s North Area Office (AO) , the purpose of the role is to ensure quality programming and coordination across NRC Ukraine’s North Area Office (AO) Shelter and Settlements programme; furthermore, will be responsible for mentoring, training, and capacity building staff in all areas of Shelter technical capacity and humanitarian project implementation.

North AO Shelter operations largely focus on recovery phase of Shelter and settlements rehabilitation, and winterisation. In the second half of 2023 the AO will begin multi-year Shelter programming under German Donor KfW, which will take the operation into its next phase of emergency development and sustainable heavy repairs, as well as rehabilitation of community infrastructure and school repairs Shelter operations are a key pillar of NRC’s Durable Solutions strategy for Northern Ukraine. Concurrently, the AO will scale up its capacity to respond to acute emergencies and hard to reach areas. The context in Ukraine remains extremely volatile, dynamic, and challenging.

What you will do:

  1. Line management for Project Coordinators (PCs) and other senior project staff.
  2. Contribute to the development of Country, Area, and CC strategies, based on context, technical expertise and assessment of beneficiaries’ needs within area of implementation.
  3. Implement technical direction as determined by the Shelter Core Competency Specialist (CCS), and ensuring high technical quality of projects, by identifying and implementing ways to improve program quality and cost efficiency.
  4. Provide area specific information to CCS and Area Program Manager (APM) for proposal development.
  5. Develop and follow up of detailed project work plans, spending plan, M&E plan and recruitment plan for the specific CC projects on area level.
  6. Manage and implement CC projects (activities and budget) according to strategy, proposal, plans and budget, as delegated from APM.
  7. Lead the transition of AO North Shelter programme from emergency response to longer-term development programming, with a focus on heavy repairs, school repairs, community infrastructure rehabilitation, energy-efficient solutions (including renewable energy) and sustainability.
  8. With support from the Country Office and Regional Office, develop and implement a Community Engagement strategy for North Ukraine, to ensure projects are contextualized and meet the needs of the project participants as well as foster behaviour change and promote humanitarian principles.
  9. Participate in the recruitment of project staff in the respective area and CC.
  10. Responsible for capacity building of project staff, and transferring key skills through on the job training – particular focus on senior project staff.
  11. Liaise and collaborate with CC-relevant local authorities and stakeholders at area level.

What you will bring:

  • Relevant university degree.
  • Minimum 5 years’ experience in a senior level project implementation position in a humanitarian/recovery context.
  • Significant experience in developing and implementing heavy repairs projects.
  • Experience in developing and implementing community engagement strategies.
  • Experience managing Shelter projects for donors such as KfW and UNHCR is an asset.
  • Experience of coordination and advocacy work.
  • Experience in capacity development of national staff.
  • Knowledge and experience in market-based programming including cash and voucher assistance.
  • Excellent communication and reporting skills, both written and oral.
  • Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules.
  • Fluency in spoken and written English.
  • Experience transitioning humanitarian programming to longer-term development programming would be a significant advantage.

  • Contract: 12 months
  • Travel: 50% in the field location
