HEKS/EPER, Swiss Church Aid, supports projects designed to combat hunger, poverty and injustice in over 30 countries on four continents. HEKS/EPER also provides worldwide humanitarian assistance for victims of natural disasters and armed conflicts and supports the Church’s diaconal work in Eastern Europe and the Middle East. In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the fields of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change – globally and in Switzerland.

HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects for ethnic minorities (Dalits and Adivasi) in Northern Bangladesh. Humanitarian aid interventions responding to Rohingya crisis is managed directly by the Humanitarian Aid Department from the office in Cox’s Bazar. Since 2017, HEKS/EPER implements humanitarian projects addressing shelter needs of camp dwellers and WASH needs in healthcare facilities for the host communities.

Your main responsibilities:

The Shelter Program Manager is responsible for overall leadership of the Shelter Program in FDMN (Forcibly Displaced Myanmar Nationals) camps. S/he represents HEKS/EPER internally and externally and coordinates with stakeholders as well as ensures that the intervention meets standards, quality and humanitarian principles.

  • You are working closely with HAD (Humanitarian Aid Delegate), Shelter Team, Business Development Manager, and stakeholders in developing high-quality concept notes and project proposals.
  • You provide technical support for the expansion of HEKS/EPER program in Cox’s Bazar and contribute to develop country level humanitarian strategies.
  • You are working with HAD and Teams to develop sector response plans and master budgets and contribute to HEKS/EPER overall Shelter response strategy.
  • In collaboration with HAD, MEAL and Business Development units, you will be responsible for assessments, projects design, reports preparations for internal and external stakeholders.
  • You prepare and oversee project implementation plans and ensure timely delivery of project reports.
  • You will continuously monitor and supervise project activities, overseeing the technical design, execution, and evaluation of progress.
  • You provide detailed, accurate and timely weekly reports to supervisor.
  • You participate in sector meetings, working group meetings, and other coordination meetings led by relevant organizations.
  • You work closely with support from the MEAL Manager to put in place an M&E plan.
  • You work closely with HAD and Admin and Finance Manager to manage budget for the Shelter Projects and ensure all expenses are according to budget and meet HEKS/EPER standards.
  • You ensure preparation procurement plan and PRs on time.
  • You identify technical staffing needs and propose capacity building courses.
  • In close collaboration with HAD and Shelter Supervisor, you assess and consult other partners to ensure security situation of operational locations.

To be successful you bring:

  • You bring a relevant university degree in civil engineering or related discipline with at least 5 years working experience in humanitarian field especially in refugee camp context.
  • Working experience in a similar function in international NGOs.
  • Demonstrated knowledge and understanding on humanitarian principles and standards.
  • Professional understanding on gender, safeguarding, PSEA, etc.
  • Talented team manager, you support a constructive atmosphere as a highly motivated, pro-active, flexible, resilient, solution oriented and sensitive to cultural values.
  • Proficient in English, you offer excellent analytical, conceptual and writing skills.
