IRC

The IRC in Myanmar is implementing a Shelter/NFI program including the following components: distribution of emergency shelter kits; distribution of NFIs to protracted IDPs; emergency distribution of NFIs to newly displaced populations; implementation of IDP site improvements to address safety concerns and enhance living conditions for people with disabilities. Programming is implemented both directly and through partners. As the situation allows, this could expand to include cash and voucher assistance (CVA) for shelter and/or NFIs. Geographically, the Shelter/NFI program is implemented in north and northwest Myanmar, as well as the southeast.

The Shelter/NFI Senior Manager will be responsible for the implementation of Shelter/NFI programming, as well as leading or supporting the management of relationships with partners where relevant. They will ensure adherence to camp coordination and camp management (CCCM) /Shelter/NFI Cluster quality standards, for both IRC and partners. The Shelter/NFI Senior Manager will also strengthen the IRC’s participation and contribution in national and field CCCM/Shelter/NFI Clusters and networks by attending relevant meetings, networking with other NGO actors and identifying potential partners for future programming. The Shelter/NFI Senior Manager will provide technical supervision to two Protection Managers overseeing day-to-day implementation of Shelter/NFI programming in the field, and provides additional technical support to a range of partners. The Shelter/NFI senior manager reports to the Deputy Director – Programs but coordinates closely with the Protection Coordinator in recognition of the integrated programming approach.

Responsibilities

Program management

• Provide a sound technical basis for the implementation of Shelter/NFI programming across different field sites, in volatile and insecure operating environments, for both IRC and partners, with an emphasis on maintaining and improving program quality

• Ensure that realistic project work plans are in place and updated in line with operational requirements, and that budgets are appropriately utilized (budget forecasting, development of spending plans and budget follow-up), oversee or support timely recruitment when needed, and accurate reporting in accordance with IRC and donor regulations

• Provide continuous support to and ensure targeted capacity building of staff

• Participate in cross-departmental collaboration in order to ensure that linkages between programs are made and support program integration where relevant

New business development

• Contribute to development of programming strategies for IRC in Myanmar, focusing on Shelter/NFI programming, in collaboration with other team members. Explore the feasibility to adopt cash and/or vouchers as modalities to achieve shelter/NFIs outcomes

• Identify opportunities for, design and develop concept notes and proposals for further Shelter and NFI programming (including through cash and voucher modalities), particularly in prioritized geographical areas

• Develop assessments and analysis for the purpose of program development

Representation and coordination

• Represent the IRC in field and national level coordination meetings involving cash, Shelter/NFI actors such as CCCM/Shelter/NFI cluster and cash working group meetings (in coordination and supported by the Cash Advisor)

• Coordinate regularly with Supply Chain colleagues to pre-emptively identify and support identification of solutions to procurement challenges

Requirements

• University degree or other technical qualification in engineering, social sciences, logistics, or related field

• 2-4 years of experience implementing Shelter/NFI programming including experience in emergency or post-conflict project management

• Demonstrated knowledge of Shelter/NFI technical standards and ability to contextualize standards to operational realities

• Experience contributing to proposals and donor reporting and/or monitoring and evaluation skills

• Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player

• Demonstrated capacity building skills

• Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor
