Shelter Manager

Community Organized Relief Effort

Note- this position is based in Rzeszów, Poland with regular travel to regional sitelocations. Some travel to Krakow and Warsaw may be required. This role will be recruited locally and the individual must have legal work authorization to work in Poland.

Background:

The war in Ukraine has forced millions of Ukrainians into Poland and other bordering nations seeking safe harbor. CORE has implemented emergency response programs to meet the immediate needs of affected populations. As part of this emergency response,CORE’s shelter program supports refugees to meet their basic and longer-term accommodation needs.

Job Summary:

This role reporting directly to the Area Manager will over Shelter Programing throughout Poland as an emergency intervention, designing and implementing projectsadvancing CORE’s work in serving the refugee population. Your management skills and knowledge will ensure that CORE delivers high-quality programing, effectively tracks and reports shelter needs, and develops and implements short-term and long term budget strategies.

Roles and Key Responsibilities:

  • Manage and implement all activities throughout project life-cycles; project development, start-up, implementation, and close-out.
  • Develop and utilize appropriate SOP’s and tools to ensure maximum efficiency and effectiveness for entirety of the program.
  • Conduct safety assessments of all shelters
  • Conduct technical assessment for shelter needs
  • Assess, request, procure, and utilize material goods essential for a successful outcome of the Program
  • Provide detailed reporting to field management and HQ
  • Coordinate with all internal CORE departments to ensure efficient implementation of all Programs
  • Hire, train and develop talent, including leads hourly staff, and volunteers
  • Manage team dynamics and staff well-being
  • Create individual staff/volunteer development plans, contribute to the recruitment process of project staff, and complete performance reviews for direct reports
  • Coordinate with the Protection lead to integrate protection measures through out the Program
  • Act as a key resource person in project design and proposal development,gap-filling and taking on growth responsibilities, as needed
  • Identify partner organization needs
  • Strengthen partnerships and apply appropriate application of partnership concepts and resources
  • Coordinate and monitor financial and material resources relevant to project needs
  • Represent OCRE in discussions or meetings with government, non- government and UN agencies
  • Ensure systems are in place for the proper documentation of meetings andtimely circulation of resulting information/outcomes
  • Identify, train, develop local staff to transition into this role once initial phase is deemed complete by leadership

Preferred Qualifications:

  • Extensive project management experience, preferably in humanitarian context is highly desirable.
  • Ability to negotiate with government officials, contractors and owners;
  • Experience engaging and developing relationships with partner organizations.
  • Highly knowledgeable in appropriate shelter administration systems and procedures, in particular financial management;
  • Familiarity with current standards and guidelines for humanitarian emergency response, including the Sphere Handbook criteria;
  • A proven track record in managing a large team of professionals
  • Experience managing diverse staff, preferably in an emergency and/ or development setting
  • Experience using MS Windows and MS Office packages (Excel, Word,PowerPoint), Web Conferencing Applications, information management systems.

Basic Qualifications:

  • Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required
  • Additional experience may substitute for some education and field- based experience.
  • Strong command of the English language, both written and verbal; Polish and Ukrainian strongly preferred.
