Shelter Coordinator-Gaza

The Opportunity – Shelter Coordinator.

Post location: Gaza Field Office – Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: 12 months.

ROLE PURPOSE:

The Shelter Coordinator will generally be deployed as a field level technical coordinator in a large-scale emergency programme. On occasion they may also be asked to gap fill a field level technical coordinator role in a chronic humanitarian country programme or sudden onset disaster. The Shelter Coordinator will be expected to lead on sectoral assessment, project planning and budgeting, coordination, and support fundraising, recruitment and procurement, usually at a Provincial or sub-national level. In most circumstances, the potholder will be expected to mentor and/or capacity build existing country programme staff.

SCOPE OF ROLE:

Reports to: Shelter Advisor/Field Manager.

Staff reporting to this post: Distribution Officer.

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITY:

• Lead technical assessments at field level in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
• With support from the lead Shelter Adviser and/or other senior programme staff, develop project plans and budgets, contributing towards an overall thematic programme plan and master budget.
• With support from the lead Shelter Adviser and/or other senior programme staff, support fundraising for your area, including contributing to the development of high-quality concept notes and proposals.
• Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
• With support from the Lead Shelter Adviser and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
• With support from the lead Shelter Adviser and/or other senior programme staff, with the HR team, identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff.
• With support from the lead Shelter Adviser and/or other senior programme staff, identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
• With support from the Monitoring & Evaluation team put in place an M & E plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
• With support from the Accountability lead put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
• To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

• Identify learning and training opportunities for project staff and work as a mentor and role model for less experienced staff.

Representation & Advocacy & Organisational Learning:

• Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups.
• With support from the lead Shelter Adviser and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
• Contribute to communications and media work as required.

General:

• Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
• Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
• Help be responsible for the security of all staff. Ensure that the security, health and well-being of staff are ensured and staff management and other processes and policies and systems reflect SC ‘s principles of equity and fairness.
• To perform such other responsibilities as agreed with your line management.

QUALIFICATIONS

• Qualification to suitable level (BA or equiv.) in Architecture, Planning, Civil or Structural engineering, construction, or another relevant subject or equivalent field experience.

EXPERIENCE AND SKILLS

Essential

• Minimum 4+ years of experience in a similar role
• Previous experience in running NFI distribution programmes.
• Awareness of public health issues in emergency shelter or settlements, with attention to specific needs of women and children.
• Awareness of transitional shelter and settlements options including technical design, host family support, collective centres and camps
• Experience of and commitment to working through systems of community participation and accountability
• Knowledge of monitoring and evaluation
• Experience of training and capacity building staff
• Some experience of representation and ability to represent SC effectively in external forums.
• Knowledge of institutional donors and experience of developing proposals
• Ability to write clear and well-argued assessment and project reports.
• Excellent communication skills
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• A high level of written and spoken English and Arabic
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
• Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable

• Experience or knowledge of working in relevant regions/contexts.
• Specific experience of designing and managing major donor projects.
• Knowledge of consortia working.
