Job Purpose

The Shelter-WASH PDM, will be responsible for the technical and strategic development of the Shelter and Settlements Core Competency (CC), as well as the WASH Core Competency, and will provide strategic direction and quality assurance for NRC programming. The position holder will be responsible for mentoring, training and capacity building staff, take a lead role in coordination, and actively contribute to advocacy as well as programme design and proposal development in fundraising for the CC.

What you will do;

  • Develop Shelter and Settlements, as well as WASH strategies, technical SoPs / guidelines and Macro Log-Frames
  • Ensure Shelter and WASH emergency preparedness and response plans (EPRP) are in place.
  • Provide technical direction and support in the implementation of Shelter and WASH interventions to ensure harmonisation and consistency across projects and areas of operation.
  • Identify trends and technical standards and provide tailored technical direction and project implementation support.
  • Evaluate, analyse and take initiative to secure funding for a potential expansion of Shelter and WASH activities in the West Bank.
  • Overall management of Shelter and WASH project staff as well as ensure their capacity building and transfer key skills
  • Coordinate and manage Shelter and WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure monitoring of programme outcomes and outputs for each grant, as indicated in the Monitoring and Evaluation (M&E) matrix, with consistency in data management from field reports to database and reporting.
  • Provide feedback and updates on procedures and guidelines to concerned management whenever required as well as ensure that project processes and related information are properly documented.
  • Contribute to the institutionalization of cash-based interventions and market-based programs through capacity building and interdepartmental engagement.
  • Provide systematic training and build capacity of staff in technical approaches including cash-based interventions and market-based programmes and community-based approaches.
  • Promote the use of clean energy approaches aligned with NRC program Strategy, including conducting environmental screening and integration of mitigation measurements (use of NEAT+).
  • Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy as well as ensuring vulnerable refugees are targeted by the Programme, considering people with disabilities, gender, and protection issues.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Bachelor’s degree in a relevant field of study.
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts. Knowledge of the Palestinian context is highly desirable.
  • Technical Shelter and/or WASH expertise – at least a solid experience of Shelter programming areas and working understanding of WASH
  • Knowledge and skills in market analysis, cash-based interventions and market-based programs
  • Fluency in English, both written and verbal. Knowledge of Arabic, both written and verbal is an added advantage.

Additional Information:

Duty Station: Jerusalem

Travel: 50% to NRC operational contexts

Duration of contract: 12 months (renewal based on performance and funds availability)

Grade 9 in NRC’s grading structure

Reporting line: Head of Programme

Provides supervision to: Shelter-WASH Coordinator, Shelter Technical Officer (TO), WASH Technical Officer (TO), Shelter-WASH, Officers, Shelter-WASH Assistants.
