Danish Refugee Council,one of the world’s leading humanitarian NGOs, is present in Ukraine since 2014 and currently responding to the evolving humanitarian crisis – providing support in the various sectors including Protection, Economic Recovery, Humanitarian Disarmament & Peacebuilding, Shelter & Settlements and others.

DRC is looking for Shelter and Settlements Team Leaders to join our team in Lviv and Dnipro.

Overall purpose of the role:

DRC is implementing extensive Shelter and Settlements activities thoughout Ukraine. This position is responsible for managing the implementation of these activities at the area level.

Two positions are currently available covering the following geographic scope:

  • West: includes but but not limited to the following oblasts: Lviv, Ivano Frankivsk, Zakarpatia, Chernivtsi
  • East: includes but but not limited to the following oblasts: Dnipropetrovks, Zaporizhe, Poltava, Kharkhiv, Donetsk and Luhansk

Your main duties and responsibilities will be:

  • Evidence based Shelter project implementation: DRC’s assistance should be provided on the basis of demonstrable, unmet needs for the most vulnerable. Needs assessments and post assistance monitoring should continuously inform the direction of our work. On the basis of this evidence, implementation should be designed and executed to meet the housing and winterization needs of those in collective centers or transitional shelters, as well as those who have settled in housing that will not be suitable year round (i.e. summer kitchens/dachas). This position may also collaborate with the cash team to meet rental assistance and NFI needs. The team leader should be able to clearly articulate prioritized areas of intervention. In areas that have been directly affected by the conflict this may also include shelter kits, and light and medium repairs.
  • Staff management: This position line manages Shelter officer(s) and assistants. As a staff manager, this position takes responsibility for hiring, discipline, appraisal, capacity building and the duty of care for the team, as well as creating and monitoring work plans.
  • Budget execution: This position should take responsibility for signing off and monitoring all BOQs and for forecasting all Shelter spending, including staff costs, grants, and construction and distribution costs (procurement, warehousing, transport, distribution) and will have signing authority for spending up to an agreed level.
  • Stock and distribution management: Should DRC decide to procure and distribute Shelter or Winterization kits, this should position raise procurement requisitions for all kits and associated costs, together with a distribution plan. This position should ensure items meet the expected quality specifications and are suitable for use by the beneficiary. Where distributing en masse, this position should ensue provisions are made for such an event, according to SOPs (venue, crowd control, coordination with authorities etc) .
  • Documentation: The Team Leader is responsible for ensuring that all required documentation for donor reporting and Ukrainian accountancy is collected in a timely and high-quality manner. The manager should coordinate with finance and supply chain managers in order to ensure documents are complete and accurate.
  • Integrated programing: DRC implements a wide variety of programs and works formally and informally with a variety of partners. The team leader should understand their beneficiaries complex needs and make relevant referrals to our lawyers, cash team, protection team, mine clearance teams, and economic recovery teams.
  • Coordination and representation: Coordinate DRC’s programme response with relevant coordination groups, likely to include the and Shelter/NFI cluster and CCCM cluster. Contribute to the DRCs integrated approach by sharing information, planning and collaborating with DRCs other sectors of work. Represent DRC to relevant local authorities at the oblast, rayon and hromada level, as relevant

Required experience and competencies

  • Qualifications as a Civil engineer and/or Quantity surveyor strongly preferred. DRC will prefer candidates who have practical experience in the engineering, construction, surveying etc work.
  • 2+ years’ experience in a project/ program management role in the humanitarian sphere, including experience in project/program planning, delivery, monitoring, reporting, and budgeting
  • 1+ Experience directing and monitoring the work of construction contractors or partners/CSOs doing repair works.
  • 1+ years’ experience with people management
  • Calm and diplomatic in nature.
  • Full proficiency Ukrainian and Russian languages. Proficiency in English is preferred

Contract length: December 2022 with possibility of extension based on succesful probation period and available funding
