Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

IOM has played a major role in humanitarian shelter operations for many decades. IOM’s unique position as an intergovernmental organization allows it to work at scale in both natural disasters and conflict / complex contexts. In this capacity IOM works in both operations and coordination, and plays a strong role working with partners in support of national authorities.

In 2020 IOM’s Shelter programs reached approximately 4.6 million people affected by various types of disasters in 54 countries; NFIs were distributed to over 812,900 households (HH), 63,700HH received cash-based assistance, 266,600 shelters were repaired along with 39,500 newly built shelters and nearly 147,500 individuals received shelter trainings.

IOM has successfully created the Global Prepositioning Stock (GS) in four Global Warehouses and been implementing its Prepositioning strategy. This GS Manager position is within Shelter and Settlements Unit, as greatest users of the GS, but coordinate with other sectors, and Preparedness Unit, PSD (Procurement and Supply Division) and close coordination with ATS (Assistance Tracking System) for future integration as well.

Strengthen IOM’s capacity on management of prepositioning stocks is essential to lead common pipeline mechanisms, which enhances all partners efficiency. External representation skills and fundraising capacity for prepositioning stocks are crucial.

Under the overall supervision of the Shelter and Settlements Specialist and the direct supervision of the Senior Shelter and Settlements Officer, Shelter and Settlements Officer (Global Stock) will be responsible for the implementation of the strategy and enhancing the effectiveness and efficiency for IOM’s programming as detailed below.

Core Functions / Responsibilities:

  1. Manage IOM Global Stocks Project; identification, planning, setting up and implementation of an IOM Global Warehouse facility, including prepositioning NFI (Non-Food Item) stockpile, to provide sufficient capacity to support response needs.
  2. Organize Global Prepositioning Working group meetings monthly with Supply Chain Division(SCD), Manila Supply Chain Unit (MSCU) and GS Warehouse focal points to in order to implement the Strategy.
  3. Network and liaise where appropriate with IOM’s field colleagues, donors, Global Logistics Cluster and partner agencies to leverage common NFI pipeline service opportunities and on relevant shelter/logistics issues, tools and initiatives.
  4. Improve the current online request tracking systems for common NFI pipelines and IOM’s Global Stocks for emergency in coordination with relevant units. And coordinate with Assistance Tracking System (ATS) for future integration.
  5. Work on specifications of core shelter materials and NFIs in close collaboration with MSCU.
  6. Update/Maintain the logistics catalogue in IOM’s Emergency Manual.
  7. Draft project/programme proposals according to IOM and donor formats, as well as policies and tools for IOM shelter and logistics programme staff in field offices.
  8. Develop best practices and lessons learned and define platforms for the comparison of experiences and contributions to policy, innovation, and strategic thinking.
  9. Assist the shelter team in the HQ in the development of strategies and resources, including database maintenance and information management.
  10. Support capturing, storing and sharing of humanitarian knowledge; analyse information received from IOM’s field offices.
  11. Support fundraising for the Global Stock Project.
  12. Support in the content development of tools, documents relating to Logistics, Shelter and Settlements in IOM operations.
  13. Deploy to the field in support to operations or for workshops.
  14. Perform such duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Logistics/Supply Chain Management, Engineering, Architecture, Law, Development Studies, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Work experience in logistics related field; practical commercial/humanitarian experience in one of the logistics and ancillary sectors, construction, material control, transport and distribution management;
  • Experience in NFI distribution projects is an advantage.

Skills

  • Demonstrated ability to multi-task, prioritize and work independently;
  • Computer literacy, especially database tools;
  • Strong organizational skills;
  • Ability to timely understand the Organization’s structure and portfolios;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge in French and/or Spanish language is an advantage.
