Sheffield City Council’s newly formed Integrated Commissioning Service is looking for Commissioning Officers to lead on key projects and service developments for children, young people, and families.

The Integrated Commissioning Service is an exciting place to be as we bring together a range of commissioning functions across our services. We have strong and positive relationships with the Clinical Commissioning Group and provider relationships enabling us to ensure that we commission the right services, in the right place at the right level of need with co-production at the heart of our approach.

New opportunities are developing to really take forward our prevention agenda and work across traditional service boundaries to deliver lasting positive outcomes for the people of Sheffield.

Working as part of the Strategic Contracts and Access to Resources Team the post will be required to commission, and contract manage a range of services to improve outcomes for children, young people, and their families.

Commissioning Officers – Children’s External Placements

These posts will lead on the commissioning of Young People’s external placements services across the city. This is a significant development which will include working with existing services and commissioners and developing potential new providers to deliver ambitious and innovative commissioned arrangements for children’s residential care, independent fostering and semi supported arrangements for care leavers.

This is an integral part of our future planning for Children’s Services to enable our young people to live in safe and supportive homes.

Commissioning Officer – Youth Justice Services

This post is part time and will focus on the commissioning of services across the sub region for Youth Justice Services. Leading on the commissioning and development of services with key stakeholders across other LAs as well as working with providers to further develop current services supporting vulnerable young people.

Successful candidates may come from a range of backgrounds.

An experience of contracting and procurement will be helpful, but equally important are skills in stakeholder engagement, market management, leading project delivery, needs assessment, financial acumen and a solution focussed attitude.

Knowledge or experience of commissioning or direct experience of residential care and / or the Youth Justice System are essential requirements of the post, as is a focus on ensuring that services are co-produced with children, young people and families by reflecting their lived experience and positive outcomes.
